Planning Commission Regular Meeting Minutes <br /> July 15, 1997 <br /> Page 10 <br /> 1 Staff has provided three possible amendments to the City's Zoning Ordinance, Commercial <br /> 2 Zoning District regarding uses allowable in Medical/Professional buildings: <br /> 3 Section 1635.01 Purpose. Add: 'It shall be the policy of the City Council to consider other <br /> 4 uses not listed in this section. Such other uses may be granted if, in the opinion of the City <br /> 5 Council, such use is not incompatible with other uses in this district. <br /> 6 Section 1635.02 Permitted Use., (eee) add: and medical laboratories that provide testing and <br /> 7 research services to health care professionals. <br /> 8 Section 1635.03 Permitted Conditional Uses., (u) Laboratories for medial research and testing <br /> 9 (except research and testing which use animals), that provide services to health care <br /> 10 providers., and (v) Computer research and program development. <br /> 11 City Attorney has suggested that the City consider the amendment to Section 1635.03, that <br /> 12 medical laboratories be included as a permitted condition use rather than a permitted use. <br /> 13 This would give the Planning Commission and City Council greater control over such uses.as <br /> 14 to any future medical laboratories in the commercial district, and would enable them to <br /> 15 impose conditions if necessary. City Attorney is also in favor of the comprehensive sign <br /> 16 package submitted by Doug Berg, attorney for Wirth Companies. <br /> 17 On behalf of the Planning Commission, Chair Bergstrom recommended City Council approval <br /> 18 to change the City Zoning Ordinance Section 1635.03 to that language indicated in Kim <br /> 19 Moore-Sykes memo of June 17, 1997. <br /> 20 Chair Bergstrom then asked the Commission how they would like to address signage for a <br /> 21 medical/professional building with multi-floors. He suggested a new category be created to <br /> 22 define multi-story buildings to allow them to be eligible for a comprehensive sign package. <br /> 23 There was Commission consensus to direct Staff to create a new category to define <br /> 24 commercial/retail/office buildings to allow them to be eligible for a comprehensive sign <br /> 25 package. <br /> 26 Ms. Moore-Sykes stated she would draft such a change and submit it to City Attorney for <br /> 27 recommendation. <br /> 28 The Manager of the Apache Medical Building noted the types of businesses in the building <br /> 29 included medical, retail, laboratory facilities, professional, insurance, and financial. He also <br /> 30 stated that Wirth Companies also owns the St. Anthony Business Center. <br /> 31 Ms. Kim Flynn, Quiet Waters Salon, displayed the design of her proposed sign and noted it <br /> 32 was slightly different than the sign she had presented at the May 20 Commission meeting. <br />
