STAFF REPORT <br /> DATE: August 19, 1997 <br /> TO: Planning Commission Members <br /> FROM: Kim Moore-Sykes, Management Assistant <br /> ITEM: 97-08 Side Yard Variance Request <br /> Rick Lorenz, 3821 Foss Road <br /> BACKGROUND: <br /> Mr. Rick Lorenz, property owner of 3821 Foss Road, submitted an application for a 10- <br /> foot Side Yard Variance Request to the City in order to construct an addition to the tri- <br /> plex, converting the building into a four plex with a double car tuck-under garage. Mr. <br /> Lorenz intends to live in this new addition. He is also planning to add a 10 x 20 storage <br /> room on the back of the proposed addition. <br /> The Certificate of Survey shows both the living space addition and the storage room to be <br /> 8 feet into the required 15- foot side yard setback. The proposed layout of the addition is <br /> configured to take advantage of the existing driveway. Mr. Lorenz is also proposing to <br /> remove an existing storage building to the east of the proposed addition, thereby reducing <br /> the reducing the lot coverage and getting rid of an old building to improve the storm water <br /> drainage of the property. This building appears to have been in the side yard as well. <br /> ANALYSIS: <br /> The property is zoned R-4 and the lot is approximately 37,206 square feet. The existing <br /> tri-plex building is 1,216 square feet. The proposed addition will be 928 square feet, <br /> increasing the foot print of the building to 2,144 square feet. The total lot coverage by <br /> impervious surfaces is 10% and the floor area ratio with the proposed additional living <br /> space is .06. With the.exception of side yard setback, the proposed addition meets the <br /> City's zoning and land use requirements. <br /> The owner of the property is proposing to build the addition as his own residence. He has <br /> indicated to Staff that the request for the variance is not based on economic considerations; <br /> since he will be living in the proposed unit, he will not be receiving additional rental <br /> income. The proposed project will not alter the essential character of the area as it is <br /> appropriately zoned for this use and other multi-family properties exist in the <br /> neighborhood. <br /> Staff has received two inquiries from residents; one was simply to better understand the <br /> project. He indicted that he was in favor of the project because it would "clean-up" the <br /> site with the removal of the existing storage building. <br /> The other caller was in opposition because of the potential to increase parking problems. <br /> that an additional unit may cause. I explained that the proposal includes a tuck under 2-car <br /> garage, which may alleviate some parking problems. The caller indicated that she was <br /> pleased to hear about the 2-car garage. <br />
