He believed that if the county, state or federal 5 governments can help the City recoup its cost and can assist in a long-term solution - great. 6 The important issue is the immediate and necessary relief of the impacted citizens in District 7 6 by the City of St. Anthony. 8 Councilmember Enrooth stated it was unfortunate to have to have the July 1, 1997 incident to 9 bring this issue to this point. He noted that a public hearing was held.in 1992 to discuss the 10 options available. At that time it was suggested that Silver Point Park be used as a holding 1.1 pond and the residents were against that option. 12 Mr. Cavanaugh stated that public policy issues are decisions that the individual does not 13 make. Public policy issues are part of the big picture. If residents object to funding the 14 improvements they are being selfish. He stated he was not affected by the flooding but would 15 be willing to talk with residents and explain the impact and the necessity of the 16 improvements. 17 Mayor Ranallo stated that if the City does not receive any aid from the county, state or 18 federal sources, the issue of spending $16 million to make the improvements may be put to a 19 referendum. He noted that even with making the improvements of$16 million, there is no 20 guarantee the problem will be solved. 21 Faust noted the purpose of the Task Force is to determine the most viable long-term solution. 22 Mr. Cavanaugh stated he was looking at short-term relief in the form of reimbursement of the 23 out-of-pocket expenses of the residents of District 6. 24 Mayor Ranallo noted there are residents who were affected in other areas of the City. 25 Mr. Cavanaugh stated that if those residents passed the test of Barr Engineering for inadequate 26 storm sewer, they too should be covered. He noted this inadequacy is well documented in 27 District 6. 28 Mornson stated the City is attempting to obtain short-term relief for residents through the 29 special legislative session and also county, state and federal offices. The City and the Task 30 Force are trying to resolve the short-term problems first and then will address the long-term 31 problems. 32 Marks thanked Mr. Cavanaugh for helping-to sharpen the public policy issue argument. 33 Anthony Kaczor, 3008-39th Avenue N., stated his frustration that Walt Sentryrz was moving 34 the Town and Country Grocery Store. He stated he felt it was the Quarry Center which put
