Planning Commission Regular Meeting Minutes July 15, 1997 Page 7 1 Mr. Weber explained that moving the Public Works site and replacing it with a park would 2 solidify and stabilize the neighborhood south of the railroad tracks. There is currently an 3 uneasy mixture of residential and industrial in that area. He suggested the area move toward 4 the direction of residential as it is not a long-term strong industrial area. 5 Mr. Weber stated that monitoring of the St. Anthony Shopping Center should be included in 6 the Plan Update. He suggested the use of this site possibly should be changed over the next 7 decade. 8 City Manager Morrison clarified that a Parks Task Force is being developed, and that the 9 agencies currently running the park system will continue to do so. He also noted that while 10 moving the Public Works site does have merit, there is industry that is anxious to expand in 11 that area. 12 George Wagner, Task Force Member, suggested that the spelling of St. Anthony be kept 13 consistent with either "St." or "Saint". 14 Mornson noted that at the beginning of the Comprehensive Plan Update process, one of the 15 recommendations was potential suggestions of verbiage change to the ordinance. He noted 16 there were no changes recommended and asked if this meant there were no conflicts 17 discovered. 18 Ms. Rhees stated that detailed changes to the zoning ordinance text may not come up in a 19 Comprehensive Plan review. If there are future land use changes, they will result in changes 20 to the zoning map but this will depend on market forces and time. 21 It was noted that traffic circles require a lot of land. 22 Mr. Weber stated 29th Avenue was a broad intersection. He was not certain if any private 23 land would need to be acquired but if any was needed it would be a minimal amount. 24 Ms. Rhees explained the new design of traffic circles is smaller and designed more for use on 25 a local street. 26 Jerry Faust, Task Force Member, asked how a traffic circle would enhance traffic flow. 27 Ms. Rhees stated traffic circles are designed to keep traffic moving at a reasonable speed. 28 Traffic circles and neck-downs at corners slow traffic but traffic flows through more readily 29 than by use of a stop sign or traffic signal. 30 Chair Bergstrom stated he had spoken with a traffic engineer who drives 29th Avenue 31 everyday, and he stated that a traffic circle, with the proper design, in this area could control 32 the volume of traffic in the area even better than a traffic signal. The engineer stated he felt 33 that at that intersection a significant area of land would have to be removed to install a traffic
