STAFF REPORT <br /> DATE: December 16, 1997 <br /> TO: Planning Commission Members <br /> FROM: Kim Moore-Sykes, Management Assistant <br /> ITEM: 97-13 -- Petition for Rezoning, 3261 Old Highway 8 <br /> BACKGROUND: <br /> City Staff received a request from Erin Mathern of Mendota Homes, Inc., to rezone a <br /> vacant parcel located at 3261 Old Highway 8, and described as Lot 1, Block 1, Medtronics <br /> First Addition, City of St. Anthony, Hennepin County, State of Minnesota. Ms. <br /> Mathern's rezoning petition is requesting the this parcel be rezoned to an R-4 zoning <br /> designation from a Light Industrial zoning designation so that it is consistent with the <br /> multi-family zoning designation of the adjacent parcel they purchased in Roseville. <br /> Mendota Homes is proposing to construct a senior apartment complex on the Roseville <br /> side and use the smaller St. Anthony parcel as parking and green space. Mendota Homes <br /> will be going before the Roseville Planning Commission regarding this project the second <br /> week in December. Ms. Mathern also informed Staff that she is planning a neighborhood <br /> meeting with several residents from St. Anthony and Roseville that live in the area to <br /> discuss the project. <br /> Staff also contacted the City Attorney about the need to rezone this parcel because it was <br /> planned to be used as a parking lot and green space. Mr. Soth indicated that it is required <br /> to be rezoned because the City's parking ordinance relating to an R-4 multi-family zoning <br /> designation is different from those-that pertain to Light Industrial-use. He also indicated <br /> that rezoning the parcel will provide that the deeds to both parcels is consistent. <br />
