Minnesota Statutes and the City Ordinance require that the variance request not be
detrimental to the public welfare or injurious to another property in the neighborhood;
that a particular hardship would result if the regulations were strictly adhered to; and that
the conditions necessitating the variance request is unique to this parcel.
Under the City's Sign Ordinance, Mr. Sarna is allowed to have one ground sign. Because
he has agreed to become a CITGO affiliate, they have given him the dimensions of the
signs available to him. These dimensions are larger than allowed by the Ordinance for
ground signs. Also under the City's Sign Ordinance, he is allowed a pylon sign for the gas
station. He would prefer to forego having a pylon sign, and instead install a lower profile
monument sign on that spot.
Mr . Sarna has indicated to Staff that the variances he is applying for are not intended to
be detrimental to the corner or the neighborhood, but rather an enhancement. Once the
proposed signs are installed, he has plans for more landscaping along the fence line and on
the corner-of the property so as to improve the appearance of this commercial property.
Staff has received a signed petition against Mr. Sarna's request for variances to the Sign
Ordinance.
