Presentation of Certificates of Appreciation to Two Residents Who Saved Another's Life 3 at the Equinox Apartments Swimming Pool. 4 Fire Chief Dick Johnson reported that the Fire Department responded to'a report of a drowning 5 victim at the Equinox Apartments on March 30, 1998. When Firefighters, arrived at the scene, 6 Dominic Turner and Brad Olson, residents of the Equinox Apartments, had pulled the victim, 7 Daniel Debi, out of the pool and started administering first aid. Mr. Debi has since reached full 8 recovery. 9 Chief Johnson noted the official response time of the Fire Department was 2 minutes. The 10 ambulance responding to the scene, however, did not arrive for 21 minutes. The efforts of Mr. I I Turner and Mr. Olson helped to save Mr. Debby's life. 12 Chief Johnson presented Mr. Turner and Mr. Olson each with a Certificate of Appreciation. 13 Mayor Ranallo thanked Mr. Turner and Mr. Olson. Counc itmember Faust congratulated the two 14 men. 15 16 B. Parks Task Force ReRort. 17 Bob Kost, BRW, Inc., reported that for the past ten months,the Parks Task Force has been 18 c.onvehing monthly to look at the overall park system in the City of St. Anthony with the primary 19 focus of redevelopment efforts in Central Park. He noted that the Task Force members have 20 brought a lot of energy and shared visions of a playground and park that will serve both active 21 and passive needs. 22 Mr. Kost displayed a conceptual design of the proposal for redevelopment of Central Park. He 23 explained that there will be a sidewalk along 33'Avenue that will extend to the comer at Silver 24 Lake Road. Adjacent to the drainage area will be a seating area that will provide a place for rest 25 and conversation with benches and flowers. There will be a sidewalk along the tennis courts 26 from Silver Lake Road back to the parking lot and a sidewalk on the south side of the tennis 27 courts. The plan includes a new multi-age play area located near the water tower and placed in 28 conjunction with the existing trees with$100,000 - $150,000 of new equipment and resurfacing. 29 There will be a trail between the high school and the water tower. This trail will go throughout 30 the entire park and will provide access in and out of the park while other activities are occurring. 31 The plan includes a new full-size basketball court, and the area to the north will be the future 32 location of a performance center. The high embankment would be graded down to allow the 33 installation of 4 new full-size ballfields with multipurpose outfields for football or soccer use. 34 There will be a concession area and satellite bathroom facilities. The hockey arena will be 35 reinstalled and there will be a small ice skating rink. A new play area designed for 3 - 6 year 36 olds for community service will be installed next to the Community Center. There will be a 37 playground area installed on the north portion of the property and the.wetland area will be used 38 in conjunction with Storm Water Task Force recommendations. The wading pool will remain 39 and the sledding hill will be regraded and retained.
