City Council Regular Meeting Minutes <br /> April 28, 1998 <br /> Page 8 <br /> Chief Johnson noted the distribution of emergency calls. He reported that 500 of the calls <br /> 2 responded to-the area north of 291h Avenue., 121 of these calls were to the nursing home and <br /> 3 Chandler Place. The amount of calls between 291h Avenue and 37'Avenue has increased. <br /> 4 significantly. 10 calls were responded to in Roseville with one-half of these calls responding to <br /> 5 car accidents at Highway 88 and County Road C-2. In response to questions raised by resident <br /> 6 Tom Nelson at a recent Council Meeting, Johnson stated that a County-wide program is in place <br /> 7 which requires the Fire Department to respond to critical cases only at care facilities with trained <br /> 8 staff. <br /> 9 Chief Johnson noted the amount of emergency runs continues to increase with a new plateau of <br /> 10 700 calls per year. The major increase is in medical calls and is consistent throughout the <br /> I I metropolitan area. Johnson noted it is cost effective to use existing resources to meet the greater <br /> 12 demand. Seven members of the Fire Department are full-time and they all respond to medical <br /> 13 calls. 50%of the volunteers also respond to medicals. <br /> 14 Chief Johnson reported the median age of patients in 1997 was 75 years old. He noted there has <br /> 15 been an increase in pediatric cases. <br /> 16 Chief Johnson noted the loss per fire for the years 1992 through 1996 which was compiled from <br /> State Fire Marshal statistics. In terms of fire protection costs per capita, the State of Minnesota <br /> ranks#41 in the nation. <br /> 19 Marks stated it would be interesting to obtain similar data based on a per capita basis. <br /> 20 Chief Johnson noted the Out-of-Station activities report. He noted that the Code Enforcement <br /> 21 listed for 1997 includes only the Fire Code Enforcement. The 1998 report will include City <br /> 22 Code Enforcement. <br /> 23 Chief Johnson noted Training Report and Statistics. The Fire Department consists of 1 <br /> 24 paramedic, 14 EMT's and 10 first responders. The minimum requirement for full-time EMT's is <br /> 25 110 hours and the requirement for First Responders is 40 hours. <br /> 26 Mayor Ranallo thanked Chief Johnson for the presentation. He asked that the Chief convey the <br /> 27 Council's appreciation to all members of the Fire Department, Reserves, and Part-time members, <br /> 28 for the job that they do. <br /> 29 D. Councilmembers. <br /> 30 Thuesen reported his attendance at a Minnesota Finance Workshop for Elected Officials. Good <br /> 31 information was presented which dealt with understanding the City's Financial Program and <br /> 32 financial policy decisions typically made by the City Council. He stated this was a worthwhile <br /> workshop that provided information which will be useful to him when discussing the budget. <br />
