1 r
MEMORANDUM
DATE: July 17, 1998
TO: Michael J. Mornson, City Manager
. FROM: Kim Moore-Sykes, Management Assistant .
ITEM: July 16' Planning Commission Worksession Meeting Summary
The Planning Commission had its July 16'Worksession Meeting to discuss issues identified by
the Comprehensive Plan Update. The Commission discussed issues that they view as priorities
and compiled a list of those priorities. A summary of the discussion of those priorities follows:
1. Housing.
a. Maintenance - The City should continue to work towards implementing the
point of sale ordinance to support the City's current code enforcement,
protect the City's housing stock, and the property values that support and
maintain the tax base. They felt that multi-family housing should be
included in the point of sale ordinance.
b. Code Enforcement - The Commissioners would like to see Code
Enforcement be more pro-active and not generated by complaints. Kaczor
reported that Chief Johnson's efforts have been more personal and pro-
active. The Commission asked if Chief Johnson could also attend a
Planning Commission Meeting to report about his efforts and success and/or.
have the Chief s code enforcement reports in their packets as well.
Gondorchin suggested a methodology whereby the City could be surveyed
for code enforcement violations and prioritized so that these efforts can be
reported as empirical data.
C. The Commissioners asked that the Council advise them of the portions of
the point of sale ordinance that is problematic that they can review.
2. City Infrastructure. The Commissioners were interested in knowing what is being
planned for the following issues:
a. Sidewalks - Where?.
b. Street Lighting - Decorative; along Silver Lake Road or just by Apache
Plaza only?
C. Parks
d. Gateway Signage
e. Landscaping, Streetscapes
f. Community Gathering Place
3. Commercial/Industrial Areas. The Commissioners felt that the Industrial.Park is looking
distressed and asked what can be done to give the property owners assistance. They asked
what is being planned for Apache Plaza and what can be done to get OPUS interested on it
again.
1 -
