s
RiLKEngineering Planning Surveying Landscape Architecture
KUUSISTO LTD
sT.19s9
December,15, 1998
Commissioners
St. Anthony Housing and Redevelopment Authority
3301 Silver Lake Road
St. Anthony, MN 55418 71699
RE: St.Anthony Shopping Center
Dear Commissioners:
In early November, most of you participated in a St. Anthony Shopping Center Strategy
Workshop.
The workshop brought together about 40 participants including business owners, property
owners, planning commissioners and many of you. The strategic workshop goals were:
• Develop a realistic use of the Krause Anderson Property;
• Strategically position the St. Anthony Shopping Center in light of the recently opened
"Qum,•
• Create a financing strategy for shopping center improvements.
In preparation to the strategy workshop, I interviewed a number of businesses, obtained
economic data and analized that data. The results of the interviews and the economic
analysis are attached to this letter. I have also attached a list of the issues and
opportunities as well as the various strategic visions developed by the workshop
participants. One of the attachments discusses market enhancement strategies which is a
starting point to developing a strategic marketing plan for the shopping center. As the
result of the workshop, I have completed a very rough concept drawing which can be
used to better understand the"factor conditions" to the market enhancement strategies.
Offices.
