Planning Commission Meeting Minutes <br /> December 15, 1998 <br /> Page 2 <br /> 1 Wagner reviewed the Parks Commission's December 14, 1998 meeting at which Todd Hubmer, <br /> 2. WSB,reviewed the Silver Point Park excavation project. He added the Commission discussed <br /> 3 the $40,000 figure budgeted for playground equipment in the park and whether equipment <br /> 4 installation was included in that figure. Mr. Hubmer agreed to determine whether installation <br /> 5 was provided by the manufacturer. <br /> 6 <br /> 7 Wagner stated park excavation will be completed by the end of this week with pipework <br /> 8 completed by the end of the month. He added park restoration, including seeding, sodding, trail <br /> 9 configuration and playground equipment installation, will be completed in April or May 1999. <br /> 10 <br /> 11 Wagner stated the excavation has progressed well due to the mild weather, and the contractor <br /> 12 hopes to begin digging_ a retention pond in the northeast corner of Central Park rather than wait <br /> 13 until Spring 1999. <br /> 14 <br /> 15 Wagner stated Mr. Hubmer indicated a landscaping plan will be ready for review by the Parks <br /> 16 Commission at their January 11, 1999 meeting, as well as a plan for the Water Tower Park area. <br /> 17 He added no Sports Boosters representative was present at the meeting, and there was some <br /> 18 discussion with regard to the Sports Boosters and their role in parks planning as some changes <br /> 19 had been made in Central Park without the Commission's knowledge. <br /> 20 <br /> 21 Wagner stated the Commission hopes to order playground equipment for both Silver Point and <br /> 22 Central Parks simultaneously. He added the target date for completion of Water Tower Park is <br /> 23 July 1, 1999. <br /> 24 <br /> 25 Wagner stated a copy of a bi-weekly Construction Update had been presented to the Commission <br /> 26 which reviews the excavation project and gives information about the contractor. He added this <br /> 27 update is being mailed to residents. <br /> 28 <br /> 29 Makowske asked whether any other issues or complaints with regard to the excavation had been <br /> 30 raised by residents. Wagner stated no major complaints had been received,with the exception of <br /> 31 an issue involving a temporary exit from the park to allow excavation trucks to have northbound <br /> 32 access to Highway 88. <br /> 33 2. Review Comments Re: Proposed Erosion Control/Storm Water Management Ordinance. <br /> 34 Makowske stated the City Council had delayed the 2nd reading of the proposed Erosion <br /> 35 Control/Storm Water Management Ordinance until their January 12, 1999 meeting. He added <br /> 36 the Council has requested further comments on the ordinance from the Commission, and opened <br /> 37 the discussion. <br /> 38 <br /> 39 Wagner drew the Commission's attention to Section 1675.08, Subd. 17 which addresses the issue <br /> 40 of lawn fertilizer education. He added this was a new entry,the addition of which was resultant <br /> 41 from the Commission's recent related discussions. He added he believes the ordinance should be <br />
