'4® <br /> Proposal to Change the Lot Coverage Ordinances <br /> Background <br /> ound <br /> In the fall of 1999, the Planning Commission heard two very similar variance request in <br /> consecutive months. They were.both requests for variances of the lot coverage <br /> maximum. Both were undersized lots, both in area and width. Both had garages <br /> located in the back yard with the driveway running from the street in front (ie, no alley). <br /> Both were above the maximum 35% lot coverage limit. One wanted to add a deck and <br /> the other had a large deck and wanted to enlarge the garage. <br /> Members of the Planning Commission believe that there will be many more similar <br /> requests over the next few years. Approximately 50% of the lots in St. Anthony are <br /> undersized in area and width. XX% of those are already above the 35% lot coverage <br /> limit. <br /> Purpose <br /> Rather than looking at the requests on a case by case basis, the Planning Commission <br /> wants to set criteria that can be applied consistently, allowing improvement of the <br /> homes in St. Anthony without adversely affecting the storm water control efforts. The <br /> goal of the ordinance change is to reduce the number of variance requests to only <br /> those that represent extraordinary circumstances. <br /> Options <br /> There are two components of the lot coverage limit. One is the maximum percentage <br /> of coverage allowed - currently 35%. The other is the definition of impervious surface <br /> or what is counted in calculating the lot coverage. Currently, any surface or structure <br /> is counted. <br />
