10 <br /> SECTION V.GENERAL REQUIREMENTS <br /> • A. Wireless Telecommunications Facilities shall be treated as permitted uses subject to administrative approval,or <br /> conditional uses in a variety of zoning districts contingent upon a number of requirements being met. These criteria <br /> are in place in a attempt to minimize adverse health,safety,public welfare or visual impacts through co-location, <br /> siting,design and construction,while upholding the intent of Section I <br /> 1. . The City's intent is to provide incentives for Wireless Telecommunications Service Providers that seek to <br /> further the City's following priorities: <br /> a. Co-locate on/with other existing towers/structures/facilities or locate on existing structures(public <br /> or private. <br /> b. Design new towers for multiple users,wherever possible. <br /> C. Locate towers in the least obtrusive manner given present and evolving technology. <br /> 2. The following table summarizes the City's zones and priorities with the required process: <br /> a b c d <br /> District Co-location on New Multi-User New Tower Single Alterative Tower <br /> Existing Antenna Tower(public or Use Structure* <br /> Support Structures or Private Property) (Public or Private) <br /> Towers(Public or <br /> Private <br /> All Residential Districts Administrative Conditional Conditional Use Administrative* <br /> • Use <br /> Commercial Districts Administrative Conditional Use Conditional Use Administrative* <br /> Industrial Districts Administrative Administrative Conditional Use Administrative* <br /> Planned Non- Administrative Conditional Use Conditional Use Administrative* <br /> Residential Districts <br /> * The goal ofAlternative Tower Structures is to camouflage the lower/antenna installations. If it is the <br /> determination of the Zoning Administrator that this essential criterion has not been met, then the applicant <br /> may pursue approval by the Board ofAdjustments and Appeals. (See Section 1665.05) <br /> B. The following requirements apply to all Wireless Telecommunications Facilities regardless of the zoning district in <br /> which they are to be located. These general standards are to be supplemented with the specific regulations for <br /> nonresidential and residential districts as set forth in Section V herein. <br /> 1. Inventory of Existing Sites. Each applicant for an antenna and/or tower shall provide to the City an inventory of its <br /> existing towers,antennas,or sites planned and/or approved for towers or antennas,that are either within the <br /> jurisdiction of St. Anthony or within two miles of the border thereof,including specific information about the <br /> locations,height,and design of each tower. The City may share such information with other applicants applying for <br /> administrative approvals or conditional use permits under this ordinance or other organizations seeking to locate <br /> antennas within the jurisdiction of St.Anthony provided,however,that the City is not,by sharing such information,in <br /> any way representing or warranting that such sites are available or suitable. <br /> 2. Towers. Towers and antennas shall meet the following requirements: <br /> •. a. Tower Color and Finish. Towers shall either maintain a non-contrasting gray or similar color or have a <br /> galvanized steel finish unless otherwise required by the City or any applicable standards of the FAA or <br /> MNDOT. <br />
