14 <br /> f) Any additional equipment is fully screened and located in compliance with the underlying zoning <br /> district requirements. <br /> •:: 4. Locating any alternative tower structure. The Zoning Administrator may approve the location of an. <br /> alterative tower structure on private property,provided the site is an conformity with the goals set forth in <br /> Sections I and II of this ordinance. Approval by the City Manager shall also be required for such structures <br /> to be located on public property. The objective here is to encourage ingenuity and the use of innovative <br /> methods to camouflage such facilities. If it is the determination of the Zoning Administrator that the <br /> proposed facilities have not been reasonably disguised or camouflaged,a letter certifying zoning compliance <br /> shall be denied. The applicant may then proceed with the filing of an application for Conditional Use,per <br /> Section VII of this ordinance. <br /> SECTION VII. CONDITIONAL USE PERMIT APPLICATIONS. <br /> A. General The following provisions shall govern the issuance of conditional use permits for towers or antennas by the <br /> Planning and Zoning Commission and Board of Adjustment and Appeals: <br /> 1. If the tower or antenna is not subject to administrative approval under Section VI of this ordinance,then a <br /> conditional use permit shall be required for the construction of a tower or the placement of an antenna. <br /> 2. Applications for conditional use under this Section shall be subject to the procedures and requirements of <br /> Section 1665.04 or 1665.05 of the City Code except as modified in this Section <br /> 3. In granting a conditional use permit,the Planning Commission or Board of Adjustment and Appeals,as <br /> .applicable,may impose conditions to the extent the body concludes that such conditions are necessary to <br /> minimize any adverse effect of the proposed tower on adjoining properties. <br /> 4: . Any information of an engineering nature that the applicant submits whether civil,mechanical,or electrical, . <br /> • shall be certified by a licensed professional engineer. <br /> 5. An applicant shall submit the information described in this Section and a non-refundable fee as established <br /> by the City's annual fee ordinance to reimburse the City for the costs of reviewing the applications. <br /> B. Towers. <br /> 1. Information required. In addition to any information required for conditional use or conditional use permit <br /> applications under the Zoning Ordinance applicants for a conditional use for a tower shall submit the <br /> following information: <br /> a. Complete application form. <br /> b. A scaled and dimensioned site plan(not less than one inch equals 50 feet)clearly indicating the <br /> locations,type and height of the proposed tower,on-site land uses and zoning,adjacent land uses <br /> and zoning(including when adjacent to other municipalities),adjacent roadways,proposed means <br /> of access, setbacks from property lines,elevation drawings of the proposed tower and any other <br /> structures,topography,parking and other information necessary to assess compliance with this <br /> ordinance. <br /> C. Legal description of the parent tract and leased parcel(if applicable). <br /> d. The setback distance between the proposed tower and the nearest residential property. <br /> e. The separation distance from other towers described in the inventory of existing sites submitted <br /> pursuant to Section V.B. 1. shall be shown on a map. The applicant shall also identify the type of <br /> • construction of the existing towers(s)and the ownersloperator of the existing tower(s),if know. <br /> f. A landscape plan showing specific landscape materials,locations and installations sizes. <br />
