Mayor 2 Cavanaugh encouraged them to meet prior to the February meeting.. 3 IX. GENERAL POLICY BUSINESS OF THE COUNCIL (continued). 4 F. Resolution 01-030, re: Sale of Tax Abatement Bonds for Central Park Improvements 5 (Springsted, Inc.) 6 This item was considered earlier in the meeting. 7 G. Resolution 01-029, re: Approval of Phase II Investigation relating to the redevelopment 8 of Central Park. 9 Mr. Hubmer explained this action is a proposal from BRW URS, Inc. to complete the Phase II 10 investigation related to the redevelopment of Central.Park. He stated there are two options on 11 how to deal with the materials found. One is to remove the materials from site and the other is to 12 leave them on site with a cap. The Phase II investigation will determine the limits of the dump, 13 contents of the dump, and include laboratory analysis to determine the acceptable method for 14 handling the material. Mr. Hubmer stated removal of the material is an expensive option. 15 Mr. Hubmer stated they would like to coordinate this effort with the Harding Street project that 16 will have additional soils which could be used in the cap. He explained the PCA would decide 17 the acceptable material that can be used in the cap and once determined, they will haul that 18 material from the Harding Street project to Central Park. If the cap material needs to be 19 purchased and hauled in, it will result in a significant expense. 20 Mr. Hubmer explained this would be a change to the Harding Street project since the contractor 21 had intended to use that material within the Harding Street project. He stated there is a 90-day 22 hold to award the contract to March 13th which allows the investigative work to proceed and 23 identify the quantity of materials needed from the Harding Street Project. Once determined, the 24 Harding Street project contract can be amended. He stated he believes the Harding Street project 25 contains adequate materials for use in both projects. 26. Thuesen asked if the ground water situation impacts the ability to place and cap the materials. 27 Mr. Hubmer stated that will be researched and taken into consideration. He stated the PCA can 28 require the City to conduct additional laboratory analysis that could incur additional costs. 29 Thuesen noted the estimate of$52,500 and that the potential exists for a large cost over run. He 30 suggested that proactive discussions occur about how this funding can be accommodated. 31 Sparks asked if the favorable bond market gives the City some additional funding. City Attorney 32 Jerome Gilligan stated there will be more abatement dollars but that would be received each year, 33 not all in the first year.
