Resolution 01-051 re: Authorizing� idding for Central Park Redevelopment Proiect. <br /> 2 Mornson referred to his Staff Report,and stated that the project was being bid out in 2 phases: <br /> 3 the first phase is for the Park:Project(landscaping,ball fields, fencing),the second phase is the <br /> 4 buildings phase for the individual parks. <br /> 5 Mornson indicated that they need to go out and authorize bids at this time. He added that <br /> 6 estimates are coming in a lot higher than what the City had projected and budgeted but,until they <br /> 7 go through the bidding process,they are unsure of what the estimates are going to be. Mornson <br /> 8 stated that the latest estimate is between$2.2- $2.5 million,which does not include any <br /> 9 environmental cleanup. <br /> 10 Mornson added that they are looking at all possible funding sources. He stated that it is <br /> 11 recommended that they proceed, as they have already spent the money on the consultants up to <br /> 12 this point. <br /> 13 Councilmember Horst expressed his concern with the substantial financial increase that has taken <br /> 14 place with this project. He stated that when they initially discussed this project the cost was $1.6 <br /> 15 million and now it is up to $2.5 million. He questioned if the $2.5 million estimate include the <br /> 16 : building estimate. Mornson responded that the figure does include the building estimate. <br /> 17 Councilmember Horst as ked what kind of obligation exists when they go out for bids. City <br /> 18 Attorney Jerome Gilligan indicated there are no assumed obligations when accumulating bids. <br /> 19 Councilmember Horst stated his belief that the cost of this project is getting out of hand. He <br /> 20 continued that the relativity of what they are getting to what they are paying is being lost, and he <br /> 21 believes that they will come up short somewhere on the project. <br /> 22 Mayor Cavanaugh explained that the reason they are acquiring bids is to prevent Councilmember <br /> 23 Horst's concerns from happening. Mayor Cavanaugh also added that there have been some <br /> 24 structural changes since the first numbers were stated,such as the permanent restrooms,which <br /> 25 have increased the cost.. <br /> 26 Mornson echoed Mayor Cavanaugh by saying that gathering bids was giving them perspective. <br /> 27 Councilmember Thuesen suggested that the Council keep in mind the quality of the building, <br /> 28 which will be reflected in the cost. He also suggested the possibility of adding some type of user <br /> 29 or rental fee to help offset the funding for the maintenance of the building. <br /> 30 Motion by Sparks to adopt Resolution 01-051,re: Authorizing Bidding for Central Park <br /> 31 Redevelopment Project. <br /> 32 Motion carried unanimously. <br />
