City of Saint Anthony <br /> Outline of Antenna Ordinance <br /> I. Definition of"Wireless Telecommunications Facility" (WTFs) <br /> "Wireless Telecommunications Facilities" means any cables, wires, lines, wave guides, <br /> antennas, and any other equipment or facilities associated with the transmission or <br /> reception of communications (other than radio or television broadcast communications) <br /> which a person seeks to locate or have installed upon or near a Tower or <br /> Telecommunications Facilities, but shall not include: <br /> A. Any satellite earth station antenna two meters in diameter or less which is <br /> located in an area zoned industrial or commercial; and <br /> B. Any satellite earth station reception antenna one meter or less in diameter, <br /> regardless of zoning category; and <br /> C. Automatic meter reading systems. <br /> II. Requirements/Standards for all WTFs. All WTFs must be constructed in accordance <br /> with the following standards. <br /> 1. Siting. WTFs located on or attached to existing structures are regulated by the <br /> provisions of the zoning district for each parcel. New towers shall only be located on parcels that <br /> fall within the Telecommunications Overlay District. New towers are not permitted in public <br /> rights-of-way. <br /> 2. Color and Architecture. All WTFs shall, to the extent possible, be concealed or <br /> camouflaged and use materials, colors, textures, screening and landscaping to blend in with the <br /> surrounding natural setting and built environment. If a WTF is proposed on any part of a <br /> building or structure, it must blend with the building or structure's design, architecture and color, <br /> including exterior finish. "Camouflage" shall not mean invisible, but rather appearing as part of <br /> another structure, such as a building, wall or roof, or designed to appear as another structure, <br /> such as a building, clock tower, chimney, flag pole, light pole or tree. <br /> 3. Landscaping. WTFs that are not concealed or camouflaged shall be landscaped <br /> with a buffer of plant materials as determined appropriate for the site. Existing mature trees and <br /> other vegetation at the site shall be preserved to the maximum extent possible. <br /> 4. Signs. The use of any portion of a WTF for signs or advertising other than <br /> warning or equipment information signs is prohibited- <br /> 5. Lighting. Wireless telecommunication antennas or towers shall not be <br /> illuminated by artificial means and shall not display strobe lights unless such lighting is <br /> specifically required by the Federal Aviation Administration or other federal or state authority. <br /> When incorporated into the approved design of the WTF, light fixtures used to illuminate ball <br /> fields, parking lots or similar areas may be attached to the tower. <br /> 6.
