City Council Regular Meeting Minutes
January 6, 2004
Page 9
door with the petitioner saying they don't think the fire station should be in an unsafe location or
middle of the neighborhood. However, if all the information available had been presented, such
as what was provided at the open houses, it may have been a different decision by the petitioner.
Mr. Archambault stated if the petition had been presented by asking whether the resident wanted
a three or six minute response time, he thinks you could get 1,100 people to sign that petition.
Or if you ask residents if they want their taxes to go up $100 or$200 next year for the fire
station, you could get 1,100 signatures on a petition. Mr. Archambault stated it depends on how
you phrase it.

Mr. Archambault stated he thinks the residents were well served by the people on the City
Council and Study Group. He noted this is not dealing with a full-time staff with researchers
because residents don't want to pay for that. The residents want people with an attachment to
the community to represent them. He invited any of the petitioners who disagree to be a
candidate or find a candidate and change things to the way they want to see them changed. Mr.
Archambault suggested that no one wants to invest the time but want their outcome to happen.
He stated a lot of the concern is due to fear of the unknown but he does not think the fire station
is anything to fear. Mr. Archambault thanked the audience and Council for their time.

Mayor Hodson invited residents to step forward to make comment at this time.

Chuck Haik, 2916 Hilldale, stated that most people here are not questioning the time and effort
spent by the Study Group or intent of the Council to provide required services. People got
involved and it gathered momentum due to the budget overrun at current proposed facility. They
started to question if it made sense and if, indeed, other alternative locations could be found. Mr.
Haik stated no one is throwing any"stones".or upset. He stated he thinks people are asking the
Council whether it is in everyone's best interest to stand back and take another look at this.Mr.
Haik stated it has nothing to do with the time and effort spent by the City Council or City staff..

Tom Roman, 2700—30`'Avenue NE, thanked the Mayor and City Council for listening to his
comments,Paul Archambault for presenting his views, and the petitioners for presenting the
petition, which he signed. He stated that he does not think this is a time to blame people for not
participating in the process that took place since many had other priorities they had to take care
of and could not participate. Now they are presenting the petition in good faith.

Mr. Roman stated there is a new park building east of the proposed fire station location and
asked if the City wants to be remembered by the noise that will happen during a picnic with kids
present. He noted there are no trees to cushion the sound that is propagated from that area,
especially from the top of the hill. Mr. Roman asked the Council to listen and listen carefully
since a number of citizens want them to reconsider their decision.

Elaine Reed, 3507 Belden Drive, stated she feels strongly about zoning because when you move
into a residential area you expect residential zoning and when it is changed, it is a huge impact
on everybody. She stated the Council needs to keep in mind how the outcome is impacting this
area or that area. She stated that if you live across from a warehouse that has the smell of
candles, you expect that since it is zoned manufacturing and is an expected thing from that type
of zoning. But, if you move into a residential area, are living across from neighbors, and then
