City Council Regular Meeting Minutes
January 6, 2004
Page 12
was critical to look at how those people were being saved. Many times lives were saved by their
hearts being restarted during that critical time when they can survive. Mr. Marks noted that a
substantial number of people are able to live a full life because the fire department could get
there on time.

Mr. Marks stated that he heard there was a search for a fire station site and the old Christian
property was going to be looked at. He stated that he knows that property is nearly the
geographical center of town, which he believes is.the correct place since it could provide
uniform service throughout the City and a lower response time. Mr. Marks stated this location is
by his house and he knows there will be some noise issues, but he also knows it is the best site.

Mr. Marks stated he walked the sidewalk up the hill on Silver Lake Road and it looks to him like
the recommended site is about the safest place to get out onto Silver Lake Road. He noted that
most fire calls drive on Silver Lake Road already. He stated that he believes the City Council
has already picked the best site and he hopes the Council moves forward with that site. He
stated he hopes the fire station is in place by next summer.

Jennette Dick,.3519 Harding, stated she has lived_in St. Anthony for 34 years and has no
problem with trucks on Silver Lake Road, Stinson, or 37th Avenue. She stated she hears the fire
trucks and knows they are trying to save someone's life. Ms. Dick stated that last year she had
to call the fire department and they also had a call for back up. She noted they are not all full
time and asked how long the response time would take if the fire trucks had to come from one
end of the City. She suggested that in small towns the fire stations are located in the
neighborhoods. Ms. Dick stated the fire department deserves a brand new fire station, not a
renovated warehouse. She stated she thinks the residents need to come together and not be
divided over this issue.

Gary Shun, 3504—36`h Avenue, stated he is in support of the fire department, but does not
support the decision on the location. He stated it has been said very eloquently that there is a
great group of folks providing public safety and that is not the issue. He stated he read an article
where the Fire Chief had said that the response time was not appreciably different from the
temporary location as from the Kenzie location. He said that the fire department is generally
going to Chandler Place, but that is a non-issue.

Mr. Shun stated it is his personal opinion that the fire station does not belong on Silver Lake
Road or in that particular location on Silver Lake Road. He thanked Paul Archambault and those
who served on the Study Group for the work they did. He stated he works 50 hours a week so he
can pay his taxes and doesn't mind paying his taxes. Mr. Shun stated he is relatively aware of
what is going on in St. Anthony but did not know anything about the selected locations until the
last newsletter came out that indicated the site. He stated that he thought the site would be a
commercial site, closer to Apache Plaza, or a substation at Chandler Place. Mr. Shun stated that
if it wasn't for this particular location being selected,he would not be in attendance tonight.

Robert Lundeen stated he has lived in St. Anthony for 40 some years at 3912 Fordham Drive.
He stated the location bothers him and he does not understand why it is by the ballfields where
so many people will be parking. He stated that someone said the City Councilmembers serve for
