He urged residents to ask those parents how they view response times. <br /> 3 <br /> 4 Councilmember Thuesen stated he supports the process used and the effort taken to get the <br /> 5 community involved. He stated the City Council is not trying to sneak something through and <br /> 6 the Mayor has tried very had to get people from all areas involved no matter what their views <br /> 7 are. That same process was used with the citing of this fire station. He stated he supports the <br /> 8 process and the location selected. <br /> 9 <br /> 10 Councilmember Stille stated that he could take the easy way out since this is his first meeting <br /> 11 and he did not vote on the location. He commented that he was anxious to hear the feedback <br /> 12 tonight from the petitioners and Task Force Chair. Councilmember Stille thanked all for coming <br /> 13 to the meeting tonight and getting involved. He stated that after hearing the testimony and <br /> 14 weighing on it himself,he believes the process was viable, logical, methodical, and <br /> 15 communicated. He stated he went back and looked at the summer of 2002 and past notes sent to <br /> 16 the residents that contained advertisements on the need for task force members. He stated all <br /> 17 need to keep abreast of what is going on in their community. <br /> 18 <br /> 19 Councilmember Stille stated he served on the Planning Commission and they did not make a <br /> 20 recommendation on a site since a fire station is a permitted conditional use in an R-1 residential <br /> 21 property and that is similar to what is allowed in other communities. He stated that in terms of <br /> 22 redevelopment, there is'acquisition, development, infrastructure, and construction. He stated <br /> 23 that common sense does not say the City Council can turn back and go the other direction at this <br /> 24 point, and that is where he stands. <br /> 25 <br /> 26 Councilmember Faust thanked the audience for coming to the meeting and commented on the <br /> 27 importance for residents to be involved. He stated he spent 23 years in the military to protect <br /> 28 freedom and that is what attending a meeting tonight is about, freedom. He stated he appreciates <br /> 29 a concerned group and has several comments to make to give a sense of where the Council came <br /> 30 from,how it got to this point, and the thought process involved. He stated the ground swell of <br /> 31 concern was mentioned and that the City Council does not take its decision lightly. It was also <br /> 32 mentioned that the Council is not unwilling to look at a decision if they feel there is something <br /> 33 that is not as it should be. So the question is not whether there is a need for public facilities, that <br /> 34 process started in 1989. He noted that Mr. Archambault said they were given a clean slate to <br /> 35 look at it but were told that the cost had to be reasonable. <br /> 36 <br /> 37 Councilmember Faust stated he also spent six years on the Planning Commission and six years <br /> 38 as a real estate appraiser where you need to demonstrate by comparable that there is a negative <br /> 39 impact. In those years, he has never seen where a school, church,playground,public building, <br /> 40 or fire station, negatively effected a property. He stated that while it may not be for everybody, <br /> 41 he has not been able to demonstrate that it negatively effects the property. Councilmember Faust <br /> 42 commented that change always makes people nervous but his sense is that once it is done, it will <br /> 43 be compatible with residential uses. He stated he also heard talk about devaluing but would <br /> 44 submit-that if it would devalue property where it is going,property would appreciate where it <br /> 45 was. However, he does not think that can be demonstrated in an appraisal process. <br /> 46 <br />
