305.05 Organization. The City Manager will appoint a secretary,who may but need not <br /> be a member of the Commission. The Commission will hold one regular meeting every <br /> month,when necessary. At the first meeting of each year,the Commission will arrange <br /> the dates of its regular monthly meetings through the end of that year and elect a Chair <br /> and Vice Chair. <br /> 305.06 Powers and Duties. The Planning Commission will: <br /> (a) Review and make recommendations to the Council as to.a comprehensive <br /> municipal plan,including the land use plan, a community facilities plan, a <br /> transportation plan and recommendations for plan adoption and execution. <br /> (b) Consider and make recommendations to the Council as to all proposed <br /> subdivisions and plats. <br /> (c) Consider and make recommendations to the.Council as to all proposed <br /> amendments to Chapter 15 of this Code regarding zoning. <br /> (d) Consider,hold hearings and make recommendations on conditional use <br /> permit applications. <br /> (e) Review all applications for variance to zoning, hold hearings and make <br /> recommendations to the Council. <br /> (f) Review requests for sign variances. <br /> 305.07 Council Action Without Recommendation of the Planning Commission. If a <br /> matter is required to be referred to the Planning Commission and is referred to the <br /> Planing Commission and if no recommendation is transmitted by the Planning <br /> Commission to the Council within 60 days after referral to the Planning Commission, <br /> the Council may take action without such recommendation. If a matter not required to <br /> be referred to the Planning Commission is referred to the Planning Commission,the <br /> Council may at any time take action without the recommendation of the Planning <br /> . Commission. <br /> Section 306 -PARKS COMMISSION <br /> 306.01 Purpose. The City of St. Anthony does now operate and maintain public parks for the <br /> benefit and pleasure of its residents. A City Parks Commission is hereby established to advise <br /> the City Council regarding the promotion of the systematic, comprehensive and effective <br /> development of park facilities necessary for the overall health, ability and well being of City <br /> residents of all ages. <br /> 3-14 <br />
