(2) In a district zoned for light industrial businesses, signs containing one <br /> square foot for every 100 square feet of ground floor space will be allowed <br /> up to a total sign surface area of 150 square feet. <br /> Subd. 4. Recreational Open Space. The following signs are pern fitted in a Recreational <br /> Open Space District and may be erected after obtaining a permit and paying required <br /> license fee. <br /> (1) Subject to approval of the Council, only ground and wall signs are allowed <br /> in this district. The ground sign may have a sign surface area not to <br /> exceed 150 square feet. <br /> (2) Subject to the approval of the Council, and as.a conditional use, electronic <br /> message signs. The procedures contained in Section 1605.04 shall apply <br /> to the issuance of a conditional use permit for an electronic message sign. <br /> The conditions with respect to the-issuance of any conditional use permit <br /> for an electronic message sign shall cover at least the following: <br /> a. the sign shall not be permitted to flash or contain any animation. <br /> b. the hours of operation of the sign; provided, that in no event shall <br /> the sign be permitted to be operated between the hours of 10:00 <br /> PM and 6:00 AM. <br /> C. the message changeability shall be limited to the minimum amount <br /> of changes required to accomplish the purpose of the sign. <br /> d. aesthetics of sign, including, but not limited to, message color, size <br /> of message board and sign, construction materials and landscaping. <br /> e. location of sign with regard to surrounding area. <br /> f. sign may only be used to promote items of general interest to <br /> community. <br /> 1400.13 Adiustments and Appeals. <br /> Subd. 1. Composition. The commission of adjustments and appeals will be comprised of <br /> all of the members of the Planning Commission. <br /> Subd. 2. Powers and Duties. The commission will hear and make recommendations to <br /> the Council regarding: <br /> (1) Appeals where it is alleged that there is an error in any order, requirement, <br /> decision or determination made_ by an administrative officer in the <br /> enforcement of this Chapter. <br /> 14-13 <br />
