ANTHONY g <br /> COUNCIL MINUTES <br /> February 12 , 1980 <br /> The meeting was called to order by Mayor Haik at 7 :35 p.m. ` <br /> Present for* roll call: Marks, Haik, Ranallo, and Letourneau. <br /> c <br /> Absent: Sundland. <br /> Also present: Jim Fornell, City Manager; Ron Berg, Administrative <br /> Assistant; William Soth, City Attorney; and Carol Johnson, Clerk- <br /> Treasurer. <br /> Agenda items 7D, 7E and 8B were moved up in the agenda order at the <br /> request of the Mayor- who said she would be leaving the meeting .early. I <br /> Motion by Councilman Ranallo and seconded by Councilman Marks to <br /> approve. as submitted the minutes for the Council meeting held on <br /> _January 22, 1980. <br /> i. <br /> Motion carried unanimously. <br /> Motion by Councilman Ranallo and seconded by Councilman Marks to <br /> approve as submitted the minutes for the work session on the fiscal <br /> situation of the City -which preceded the regular Council meeting, r <br /> January 22 , 1980. <br /> 7 <br /> Motion carried unanimously. <br /> Motion by Councilman Letourneau and second by Councilman Marks to <br /> approve as submitted the minutes for the .work session on tax in- <br /> crement financing, HRA' s, and assisted low to moderate income housing <br /> for the -City which was held January 31, 1980. <br /> Motion carried unanimously. <br /> Mr:* F.ornell reviewed the history of the levy limit legislation passed <br /> in 1971 and its adverse affect in. 1980.. He had submitted .for their <br /> consideration two resolutions which- proposed changes in .that legis- <br /> lation which will allow indexing as providing -the City with some <br /> relief from the six percent levy limitation base which is "no longer <br /> ;•. <br /> realistic in view of the .1980 ' Consumer Price Index" . His February <br /> 6th memo enumerated the justifications he saw for such modifications. <br /> .Motion--by Councilman Rana llo7-and'_seconded: by- Mayor Haik to adopt. the <br /> resolution which -supports a -modiIcation of existing legislation which <br /> will permit -the City .to index miscellaneous revenue sources to the <br /> Consumer. Price :Index with only revenues used for General Operating <br /> -Fund financed --services included-., . with the clear understanding such a <br /> change does not in any way imply a raise in City' t:axes.­ d; <br /> RESOLUTION 80-015 <br /> • =A.
