Mr. Fornell will also check-. to ascertain whether the <br /> property has ever been homsteaded for only a one family use. A <br /> report will be made back to the Council when further information <br /> is available. <br /> The June 30th notice that ,the Metropolitan Council has received an <br /> application for federal funds for the rebuilding of County Road D <br /> from Silver Lake Road to I-35W in New .Brighton and _Roseville was , <br /> next considered. Mr. Fornell told Councilman Marks . the local share <br /> of the improvements will be . allocated to Roseville, New Brighton <br /> and Arden Hills. Because both the residents and school district <br /> representative had been fully informed. regarding the anticipated <br /> impact of the improvement on their properties during two well- <br /> attended informational meetings two years ago, Mr. Fornell suggested <br /> the City' s responsibility at this time should only be .to see the <br /> fact the application has. been.made is publicized. in .the Newsletter <br /> with property owners encouraged to refer any questions regarding <br /> the project to the Ramsey County Engineer. <br /> Mayor Haik told the Council the configuration for the intersection <br /> of County Road D and Silver Lake Road can be anticipated to resemble <br /> • that at the intersection of County Road C and Fairview in Roseville. <br /> Although she has been bothered -from the very first by the extent of <br /> the penetration onto private property, especially the necessity of <br /> taking the house on the southeast corner. of. the existing intersection, <br /> Mayor Haik said she doesn't see how this can be avoided if the City <br /> is to get a much needed upgrading of heavily travelled County Road <br /> D and provision of .better pedestrian access for the nursing- home <br /> and to the bus stops on Silver Lake Road. To Councilman Marks the <br /> project appears to be. overdesigned "for a traffic generation projected <br /> to nearly double by 2000 in- spite of an expected decrease in vehicular <br /> . travel because of the .energy shortage".. Hennepin. .County' s traffic <br /> projections for Silver Lake Road are- lower than Ramsey County' s <br /> Mr. - Fornell added. There was no .interest on the part of the <br /> Council to .lobby further for the project other than to publicize <br /> the application submission. <br /> Gary Ashley of Ashley Engineering presented his firm's inspection <br /> report on the Parkview building and facilities. He capsulized his <br /> report and answered the Council .questions. by reporting the building' s <br /> structural integrity .is fine so far as can be determined with this <br /> preliminary inspection. Only the roof decking on the auditorium <br /> presents a major problem. The conversion -of the- gym for a garage <br /> for the City Fire Department is feasible provided adequate modi- <br /> fications are made. The ceiling insulation was found to have an <br /> "R" rating of 10 with some heat loss. <br /> Because there is ventilation above the insulation and below the roof <br /> deck, no improvement can be expected from insulating the roof and <br /> Mr.' Ashley suggested the most cost efficient means of improving the <br /> thermal envelope of the building would be to insulate and panel glass <br /> blocks and install and repair storm windows._ <br />
