Marks and seconded' by Councilman ..Letourneau to grant a variance for a free standing sign to permit. .the St. Anthony Kiwanis Club to construct the monument type community bulletin board agreed to by Hobie Swan on that portion of land lying N.E. of parcel 94-63507-6805M-282 (:excluding the right=of-way) with City staff to determine the exact siting for the sign at that location, finding, as did the Planning Commission, the conditions set for such variances are met as follows: •
