-2- Mr. Fornell identified. the persons. from St. Louis- Park. who attended the November 13th meeting of the Advisory Committee to the Health Board as city staff members from that municipality. The minutes were then ordered filed. A heating license was accepted as an -agenda addendum under #11. In his November 19th memorandum,. Mr. Soth had answered several questions which had arisen during the Council 's October 28th consideration, of penalties for late payment of bills for water and sewer services. The Manager reiterated, however, that he believes the City' s current policy of shutting off accounts not paid within 30 days is a better solution than penalties and therefore, recom- mends no changes in policy for Ordinance 1980-005. Mayor Haik reported that during the Open- House the -previous evening the proprietor of the Apache Mall Laundromat had-- requested the raise in sewer rates be staged because he believes the great increase in the costs for water and energy next year may force him to close down. Mr. Fornell said an increase in rates next year is the only way the City will be able to meet the anticipated (25%) increase in MWC charges to the City other than to subsidize the sewer fund which he would not recommend. Motion by Councilman Marks and seconded by Councilman Sundland to approve the third reading and adopt Ordinance 1980-005. • ORDINANCE 1980-005 AN ORDINANCE RELATING TO SEWER RATES AND CHARGES, AMENDING SECTION 540 OF THE 1973 CODE. ORDINANCE 1980-008 AN ORDINANCE RELATING TO THE USE OF BEER AND LIQUORS IN CITY PARKS , AMENDING SUB- DIVISION 14 OF SECTION 220 :05 OF THE 1973 CODE OF ORDINANCES Voting on the motion: Aye: Ranal.lo, Letourneau, Sundland and Haik.
