CITY OF ST. ANTHONY <br /> • COUNCIL MINUTES <br /> October 6 , 1981 <br /> The meeting was called to order by Mayor Haik at 7 : 30 P.M. <br /> Present for roll call: Letourneau,.. Ranallo, Haik, Sundland, and Marks. <br /> Also present: David Childs , City Manager and Carol Johnson, Clerk/ <br /> Treasurer. <br /> Motion by Councilman Sundland and seconded by Councilman Marks to <br /> approve as submitted the minutes for the regular meeting and budget <br /> work session .held September 22 , 1981. <br /> Motion carried unanimously. <br /> Motion by Councilman Sundland and seconded by Councilman Marks to <br /> approve payment of all verified claims listed in the October 6 , 1981 <br /> Council agenda as well as $400 to Westwood Planning & Engineering Co. <br /> for the Walbon feasibility study; $13 ,193 .09 and $6 ,597.50 to Short- <br /> Elliott-Hendrickson, Inc. for engineering and report preparation <br /> services related to the Anthony Lane North reconstruction project, <br /> and $2 ,713 to the Dorsey firm for legal services during June, 1981. <br /> Motion carried unanimously. <br /> • The August Police Department report was accepted as informational after <br /> Councilman Marks had noted the uniformity in number of speeding tickets <br /> issued daily by the patrolmen. <br /> Councilman Letourneau reported he had recently addressed a very informa- <br /> tive conference sponsored -by the City Fire Department at the Legion Club. <br /> The Mayor opened the public hearing on the 1982 proposed City budget <br /> at 7 : 35 P.M. <br /> Mr. Childs had given the highpoints of the budget in his September <br /> 28th memorandum. The other Councili..members concurred with Mayor Haik <br /> that a levy of $3 ,000 , rather than the proposed $1,000, might be more <br /> realistic to cover HRA expenses and that, if there are unexpended monies <br /> at the end of 1982 , the . 06 mill levy can be decreased for 1983 . <br /> The Manager indicated the amount to be transferred from the City Liquor <br /> Fund to the General Fund will be $35 ,000 less than originally proposed ., <br /> and said liquor reserves could also be used to pay for hiring a police <br /> officer, if such a decision is made. When the question of Police <br /> Department attrition was raised, Councilman Ranallo recalled that the <br /> former City Manager had estimated it would probably be eight years <br /> before another retirement on the Police Department. The amount budgeted <br /> for a squad car will remain for that purpose. <br /> In reporting the League of Minnesota Cities conference in Shakopee , <br /> Mr. Childs repeated bleak financial forecasts for state aid to cities , <br /> with a possible 13% cut anticipated and said the. City' s Revenue Sharing <br />
