He anticipates <br /> a change in the levy law but understands the difficulties faced by <br /> the cities to raise taxes , especially if the Homestead Credit is - <br /> taken away. The Governor assured the municipalities that the schools ' <br /> payments will also be delayed and the legislature will be consider- <br /> ing allowing cities to borrow from school fund reserves. The Mayor <br /> said several officials had complained about the fiscal disparities <br /> legislation, saying their cities are not getting deductions even <br /> for the services they are providing. She also reported several <br /> complaints regarding sewer rates with the belief expressed that the <br /> Metropolitan Council should be forced to provide the figures which <br /> justify those raises . However, Charles Weaver of the Metropolitan <br /> Council told. those present the Council could do nothing about lower- <br /> ing the rates since they are for the most part, based on the costs <br /> of building a better treatment plant.. Another suggestion for giving <br /> relief to the municipalities was to lobby the Minnesota Pollution <br /> Control Agency to permit alternate day burning of leaves , etc. by <br /> municipalities, to cut down the costs incurred in disposing of these <br /> materials, according to the Mayor. <br /> Roscella Connolly, 3200 Rankin Road , one of the City 's representatives <br /> to the group who developed the East Side Hennepin County Human Services <br /> Council, reported if -that organization is adopted by the Hennepin <br /> County Commissioners within the next two weeks , the City will be <br /> entitled to make two appointments to serve on that citizen participa- <br /> tion group, both of whom must reside in Hennepin County. She <br /> emphasized that., although the appointee may fit into one of the <br /> categories preferred for membership on the Council , he or she must <br /> also have. a real interest in other needs which must be served . <br /> Mrs . Connolly indicated one appointment must be made for a one-year <br /> term, with the other to serve two years and, in the interest of <br /> providing continuity on the body , said she would be willing to take <br /> the one year appointment. She had not been able to ascertain whether <br /> other members of the Advisory Committee to the City Health Board , on <br /> which she serves , would be willing to serve and the staff will write <br /> them letters to inform them of the appointments . Mrs . Connolly agreed <br /> to check whether City Council members may serve , since the Mayor sees <br /> this as an excellent opportunity for the Council to become better <br /> educated about this whole new concept for delivering service. <br /> Councilman Ranallo discussed the complaints regarding speeding in the <br /> 33rd Avenue and Rankin Road neighborhood. Mr. Childs said the Police <br /> Department will continue monitoring with radar for a few more days , <br /> but to date, no speeders have been detected and, in fact , the fastest <br /> vehicle has been a school bus at 28 mph. Mrs . Connolly said drivers <br /> often do not make a full stop at the signs which regulate traffic at <br /> the intersection of Rankin and 33rd.
