v <br /> CI= OF ST. ANTHONY <br /> COUNCIL WORK SESSION MINUTES <br /> . January 19 , 1982 <br /> The work session was called to order. by Mayor Sundland at 5 : 40 P.M. <br /> Present: Sundland, Ranallo, Marks , Letourneau, D. Childs , City Manager, <br /> and L. Hamer, Public Works Director. <br /> Councilman Enrooth arrived . at 5 : 50 P.M. <br /> Motion by Councilman Ranallo .and seconded by Councilman Letourneau to <br /> approve a license for. Riccar. Heating and Air Conditioning. <br /> Motion carried unanimously. <br /> St. Anthony Boulevard Bridge <br /> The proposed state participation in the bridge , railroad participation <br /> and. the need to use MSA f.unding. for .the approaches and engineering <br /> was discussed. . It was felt that adequate . MSA funds are available for <br /> the bridge to be constructed' in 1982 and for County Road "D" to be <br /> built in 1983, but that the reconstruction of other. MSA streets in the <br /> City would be delayed until at least 1984 (although discussions should <br /> proceed right along on the overall street program) . <br /> The Council discussed the effect of the bridge closure on business at <br /> the St. Anthony. Shopping .Center and possible detour methods and con-. <br /> • struction schedules which could -minimize the overall impact. <br /> Kenzie Terrace <br /> It was generally felt that. the Council and City staff should continue <br /> an active role- in the Kenzie Terrace Revitalization program. The <br /> proposal from Westwood Engineering to. provide. project management services <br /> for the project was favorable discussed, however, other proposals <br /> should also be sought. <br /> Budget Cuts <br /> It was discussed that total. state budget cuts to St. Anthony in 1982 <br /> would be about $31 ,000 . A sheet with proposed cuts was distributed <br /> and discussed.. Methods of keeping down - legal costs , dog control and <br /> conference costs were discussed. <br /> Also discussed with respect to. budgets were the 1982 non-union classi- <br /> fication compensation package and the effect of declining federal and <br /> state funded programs on the responsibilities of the .City administrative <br /> staff. <br /> Police Department <br /> The Councildiscussed the concepts of Police Reserves , Neighborhood <br /> Crime Watch and methods of enhancing the personal self-image of police <br /> officers (who are continuously exposed to situations where people are <br /> in an- unflattering position or cirumstance) . Also discussed was the <br /> need for. a plan of action or proposal regarding the future functions <br />
