Puffer the -Council is happy to learn he is making a <br /> good recovery from his recent operation and will be back on duty soon. <br /> Council concerns related to the weapon import business which is proposed <br /> for the Gottwalt building in the Office Park were discussed with Chief <br /> Hickerson and Mr. Childs who told them the owners have already secured <br /> the necessary state and federal licenses . Federal regulations for an <br /> operation of this type require custom officers to be present to inspect <br /> each shipment of guns and ammunition, as it arrives . - The most sophisti- <br /> cated security system is being sought for the operation and the Manager <br /> stated that if the .Fire Department indicates all state and city fire <br /> codes have been met and other zoning and related ordinances are met, <br /> an occupancy permit will be issued.. <br /> The Council noted the commendation recommended by the Police Department <br /> for Scott Anderson, whose license plate identification aided the police <br /> in apprehending the persons who forged a check at the ' St. Anthony <br /> National Bank. Chief Hickerson cleared up a misunderstanding which <br /> had been reported to a Council member by saying there , were several <br /> incidents of this type at the bank .and other bank employees were the <br /> ones who reported the license numbers in a similar case. <br /> Motion by Councilman Marks and seconded by Councilman Letourneau to <br /> approve the second reading of Ordinance 1982-001 with an addition to <br /> the wording on Page 7 to insert "or his designated representative" <br /> following "City Manager" in the second line of Section B referring to <br /> Confidentiality. <br /> ORDINANCE 1982-001 <br /> AN ORDINANCE RELATING TO CERTAIN ALARMS; REQUIRING ALARM USERS <br /> TO OBTAIN LICENSES; PROVIDING FOR ISSUANCE OF LICENSES AND <br /> REVOCATION THEREOF; PROHIBITING CERTAIN INTERCONNECTIONS AND <br /> AUTOMATIC DIALING PRACTICES; AND ALLOCATING EXPENSES FOR FALSE <br /> ALARMS; AMENDING CHAPTER IV OF THE 1973 CODE OF ORDINANCES BY <br /> ADDING A SECTION <br /> Motion carried unanimously. <br /> Motion by Councilman Marks and seconded by Councilman Letourneau to <br /> authorize the signing of the Memorandum of Understanding Between the <br /> City of Columbia Heights and the City of St. Anthony for Supplemental <br /> Engineering Services . <br /> Motion carried unanimously. <br /> The Board of Review will be conducted before the Council at 7 :00 P.M. <br /> prior to their regular Council meeting May 25 , 1982 . <br /> Motion by Councilman Marks and seconded by Councilman Letourneau to <br /> adopt the resolution which authorizes the final year-end budget transfers . <br /> • RESOLUTION 81-078 <br /> A RESOLUTION MODIFYING THE 1981 BUDGET <br /> Motion carried unanimously. <br />
