Council concerns related to the weapon import business which is proposed for the Gottwalt building in the Office Park were discussed with Chief Hickerson and Mr. Childs who told them the owners have already secured the necessary state and federal licenses . Federal regulations for an operation of this type require custom officers to be present to inspect each shipment of guns and ammunition, as it arrives . - The most sophisti- cated security system is being sought for the operation and the Manager stated that if the .Fire Department indicates all state and city fire codes have been met and other zoning and related ordinances are met, an occupancy permit will be issued.. The Council noted the commendation recommended by the Police Department for Scott Anderson, whose license plate identification aided the police in apprehending the persons who forged a check at the ' St. Anthony National Bank. Chief Hickerson cleared up a misunderstanding which had been reported to a Council member by saying there , were several incidents of this type at the bank .and other bank employees were the ones who reported the license numbers in a similar case. Motion by Councilman Marks and seconded by Councilman Letourneau to approve the second reading of Ordinance 1982-001 with an addition to the wording on Page 7 to insert "or his designated representative" following "City Manager" in the second line of Section B referring to Confidentiality. ORDINANCE 1982-001 AN ORDINANCE RELATING TO CERTAIN ALARMS; REQUIRING ALARM USERS TO OBTAIN LICENSES; PROVIDING FOR ISSUANCE OF LICENSES AND REVOCATION THEREOF; PROHIBITING CERTAIN INTERCONNECTIONS AND AUTOMATIC DIALING PRACTICES; AND ALLOCATING EXPENSES FOR FALSE ALARMS; AMENDING CHAPTER IV OF THE 1973 CODE OF ORDINANCES BY ADDING A SECTION Motion carried unanimously. Motion by Councilman Marks and seconded by Councilman Letourneau to authorize the signing of the Memorandum of Understanding Between the City of Columbia Heights and the City of St. Anthony for Supplemental Engineering Services . Motion carried unanimously. The Board of Review will be conducted before the Council at 7 :00 P.M. prior to their regular Council meeting May 25 , 1982 .
