-4- <br /> Councilman Ranallo reported he has been appointed to develop three <br /> seminars for the . League - of Minnesota Cities convention and invited <br /> Council input to the process . The consensus was that the threat to <br /> municipal liquor stores from legislation which would permit the sale <br /> of strong beer and wine in grocery stores- should be emphasized. <br /> Mr. Childs noted the bylaws for the Police Reserves require applicants <br /> to live within the City boundaries and wondered why these reserves <br /> should be treated differently than the reserve firefighters , some of <br /> whom live outside the City. He also questioned whether the age limits <br /> might not have been a factor in the minimum amount of interest <br /> demonstrated in the program. Councilman Ranallo indicated he would be <br /> reluctant to offer the program beyond the City limits because he <br /> believes. the City can exert more control. over- the program if the <br /> reserves are residents . However, he would .not be opposed to following <br /> the Mayor' s recommendation that residents who- live in that portion <br /> of New Brighton which is included in School District #282 should be <br /> recruited. Councilman Letourneau believes the program was never <br /> effectively promoted and duties of the reserves never specifically <br /> defined. The consensus was that the bylaws should be modified to <br /> expand the recruiting boundaries to permit applications to be taken <br /> from all District #282 residents and to set age limits to match those <br /> of the full time police officers . Mr. Childs reported he plans to <br /> set up a recruiting booth at Apache Plaza during a special promotion <br /> at the shopping center the end of February. <br /> The presentation of " the North Suburban D.A. C. request for funds had <br /> • been postponed. <br /> Motion by Councilman.
