-3-
In response .to the invitation for the City to become a member of the
Suburban -Area Chamber of .Commerce , the Mayor commented that he ques-
tions whether the City' s shopping centers would have deteriorated to
the point they have if the City and merchants had been able to utilize
the Chamber's services years ago.
Motion by Councilman Marks .and seconded .by. Councilman Letourneau to
approve payment- of .$225 for. City membership in the Suburban Area.
Chamber of Commerce.
Motion carried unanimously.
It was agreed the Friday breakfast-meetings sponsored .by Ramsey County
Commissioner Salverda might be- a- helpful forum- for relaying the City ' s
concerns regarding the proposed Metro Watershed District.
The February 22nd confirmation from the- Metropolitan Waste Control
Commission that the City 's 1982 cost allocation will be adjusted to
reflect a 23 'million gallon credit was noted with a reiteration of
appreciation for the Manager' s efforts in this regard.
The Council will hold .a work session with discussion items to include
the City' s liquor operation and to consider the assessments of County-
Road C reconstruction- costs at . 7 :00 P.M.., Tuesday, . April 6 , 1982 .
The Manager reported that -.the candidates for the firefighter position
were tested by representatives -.6f other- municipalities who have the
necessary expertise. The Council members agreed. selecting .a trained
paramedic was wise considering- most:of: the calls. responded to are
medical emergencies and these can be expected to increase as the
population ages . - The appointee and. a new member of the City Police
Department will be officially .intr.oduce'd to the Council at one of their
next meetings .
Motion by. Councilman Marks and seconded by Councilman Ranallo to
approve the second reading of .Ordinance 1982-002 .
ORDINANCE 1982-002
AN ORDINANCE RELATING TO LAND USE ,
PROVIDING FOR AUCTIONS AS A
CONDITIONALLY PERMITTED USE
Motion' car.ried .unanimously.
Robert Conley, Apache Medical Center manager,.' explained that the plans
which had been distributed to them for the free standing sign at the
center reflect a sign height increase from 9 to feet from his
first proposal:. He said because-the center itself. is recognized
throughout the community, the majority- of the sign will be devoted to
identifying nineteen- services within the building in three foot
lettering. When the question was raised_ as to whether lettering that
size could be easily read -by passing .,.motorists , the Mayor concluded
this must be a business decision by the management. and added the fact
• that the sign will be sited- in mid-block- and at least 20 feet back
from the curb would. seem to indicate. the sign won' t be a. traffic hazard.
He then suggested a method of specifically. identifying plans which are
approved -should be developed to prevent confusion as;.to the dimensions
or placement of the signs , as has happened in the past. Mr.. Childs will
attempt to develop an easy reference system for Council consideration.
