-3- <br /> Motion by -Councilman Marks and seconded by Councilman Enrooth to <br /> accept the recommendation of. the- Planning Commission .that the following <br /> eligible activities be. allocated for Year VIII. Community Development <br /> • Block Grant funds : <br /> Housing: - rehabilitation . $32 ,630 <br /> Housing: new construction 15 ,000 <br /> (N.E. Senior Housing) <br /> Public service 5 ,460 <br /> Program administration. 1,500 <br /> Motion carried unanimously. <br /> In their recommendations for approval of- the conveyance of land for a <br /> garage .addition at 3912 Shamrock Drive , . the .Commission had requested <br /> staff verify that adequate sideyard setbacks for this property and <br /> the property at 3916 Shamrock Drive from which the strip would be <br /> conveyed. Mr. Berg said his measurements indicated a distance of 40 <br /> feet between the existing structures which will leave a 18 foot setback <br /> on 3916 -Shamrock Drive with a .seven foot setback at 3912 Shamrock <br /> if the garage is built as proposed. He also mentioned the garage <br /> construction should- not interfere with the existing ash tree plantings <br /> between the properties . LeRoy and Dorothy Pearson, 3912 Shamrock <br /> Drive , conveyance applicants , . and Paul Johnson, 3925 Shamrock Drive , <br /> were present, but did not speak. <br /> Motion by Councilman Letourneau and- seconded by Councilman Marks to <br /> approve the conveyance of -a 15 foot strip of land., described as the <br /> • South 15 feet of the North 99 feet of Lot 13.., Block 5 , Mounds .View <br /> Acres, Second Addition, lying East of. the West 135' thereof, from the <br /> property identified as 3916 Shamrock Drive to -the property currently <br /> identified.' as 3912 Shamrock 'Drive. <br /> Motion carried unanimously. <br /> The replatting. of the long back yards of three properties whose non- <br /> conforming frontages were grandfathered. in with- the new City Zoning <br /> Ordinance were discussed . with the City. Attorney who had addressed <br /> the proposal in his January 29 , 1982 le.tter' and.. suggested the manner <br /> in which the platting and variances should .be handled so two buildable <br /> single family residence lots.. can be developed on Belden Drive on the <br /> portions of the existing lots which their owners consider useless . <br /> Property owners Edwin and Allyce.. Brown,, 27.02 - 33rd Avenue N.E. and <br /> David A. .Taylor,. 2700 - 33rd Avenue N.E.. , were present but their input <br /> was not considered necessary since their testimony had been taken dur- <br /> ing the hearing. <br /> Motion. by Councilman Letourneau.' and seconded by Councilman Marks. to <br /> approve the lot size variances .to develop Lots 1 , 2 and 3 -of the pro- <br /> posed- platting of Browns First Addition as proposed, finding as did <br /> the Planning in Commission that: <br /> (.1), Each of the three parcels of. property involved is long and narrow. <br /> • By this subdivision process the two new, lo.ts that-would be -created <br /> would be conforming. The existing three parcels would .be short- <br /> ended. However, that would not. make them non-conforming. They <br /> are non-conforming presently because of their width. This width <br /> would not change because of the subdivision. <br />
