-3- <br /> Councilman Marks reported he perceives ..from the number of police calls <br /> to the Equinox Apartments , 2808 Silver Lane N.E. , that there is <br /> virtually no security provided for the row garages for the apartment <br /> complex -, since , if' one garage door is - left unlocked, . all parking <br /> spaces are accessible for vandalism and burglary. He suggested there <br /> should be at least a discussion by the Planning Commission of the <br /> feasibility of amending the City Zoning Ordinance to require a <br /> partition between each vehicle .in a .multiple family dwelling garage. <br /> Mr. Hamer agreed the lack of fire .walls in the Equinox garages poses <br /> a problem for both the City Fire and Police Departments , but said <br /> the Equinox garages would probably be grandfathered .in to any new <br /> ordinance as well as the new .Uniform Building Code which requires a <br /> partition between every. two stalls . He suggested, instead, that he <br /> see if he could negotiate a solution to the problem with Mr. Olson, <br /> the Equinox manager, which would be agreeable to both the apartment <br /> management and the City. <br /> When Councilman Marks persisted in his recommendation that the Planning <br /> Commission at least study the one-vehicle partition, Councilman <br /> Ranallo and the Mayor indicated they agreed with Mr. Childs that <br /> builders would probably resist- an .ordinance which is more restrictive <br /> than the State code because these restrictions would probably increase <br /> their construction costs in a period of a tight housing market. <br /> Mr. Zawislak was present to report the Commission' s June 15th meeting <br /> and they requested he advise the Commission- members that any recom- <br /> mendation from them to amend the ordinance in the manner suggested <br /> by Councilman Marks would face a negative vote from at least several <br /> • Councilmen.. Councilman Letourneau said he couldn' t see the wisdom <br /> of changing the- City Ordinance .to address an isolated problem. The <br /> Planning Commission representative- :stated he was of the same mind <br /> as the Mayor and the two Councilmen .but would relay Councilman Marks ' <br /> request to the Commission at their next meeting. <br /> The Equinox management should also be .contacted regarding their <br /> failure to maintain the .berm on Silver' Lane , . Councilman Marks sug- <br /> gested, adding that the apartment ownershad recently cited these <br /> same maintenance costs as justification for developing the Silver <br /> Lane strip for housing. Mr. Hamer -told the Councilman the berm has <br /> to be cut- by hand, since it is too steep for a machine , which, of <br /> course, is much more expensive. He reported he had, just the week <br /> before , notified Mr. Olson that Equinox was in violation of the City ' s <br /> vegetation ordinance .which requires grass .be no*more than eight inches <br /> tall , and promised to report back the results of his negotiations <br /> with Mr. Olson related to the -garage security and grass cutting. <br /> In reporting the actions taken by the Planning Commission, Mr. Zawislak <br /> said the Commission would no doubt have recommended Council approval <br /> of the seven- foot frontyard variance requested by Orville Thompson , <br /> 3202 Belden Drive, had they not noted a discrepancy between the <br /> survey and actual measurements of the distance between the existing <br /> garage and the curbline on Belden Drive and tabled the matter until <br /> the confusion cleared up. In his June 22nd overview of the Com- <br /> mission minutes , Mr. Berg had reported onsite measurements of the <br /> Thompson property had shown the survey to be incorrect but the re- <br /> quired variance to be seven feet as requested. <br />
