Mr. Cassidy <br /> was informed that ' the Council had formed an HRA who are working, as <br /> fast as legally permitted, to acquire the buildings in that redevelop- <br /> ment area. <br /> Mr. Cassidy suggested the citizens might instigate their own suit. <br /> Jim Zellmer, 3414 Downers- Drive, recalled the City had..acted to keep <br /> pornographic materials .from being sold in the City . He also speculated <br /> why , if Mr. Springfield has just found out he had. signed a ten year <br /> lease on a building which is going to be. torn down, he "isn 't pounding <br /> on Mr. Saliterman'.s door right now" .. Mr. Zellmer said his years of <br /> experience .in correctional work enabled him to "see a con coming" , and <br /> he hopes "Mr. Springfield isn' t hoping to hold St. Anthony responsible <br /> for providing the golden egg" . <br /> Mayor. Pro Tem Ranallo told the resident- the landlord could sue the City <br /> for not letting him lease his .property and collect rentals from it but <br /> agreed probably can't be utilized for all ten years of .his lease , he <br /> would most certainly have gone after the landlord. Mr. Jones ques- <br /> tioned "what .kind of a business would sign a ten year lease in these <br /> times of economic uncertainties" . <br /> When Mrs . Kuharski asked hwy residents hadn' t known anything about the <br /> business coming into the - City until after the fact, Councilman Enrooth <br /> told her the Council itself knew nothing about the applications for <br /> the three licenses until they picked up their agenda packets the weekend <br /> before the July 13th meeting and the Mayor and Councilman Ranallo <br /> • started working on the matter right away when. the questions related to <br /> the beer license were raised. He assured her. "nobody tried to do <br /> anything shady" . Councilman Letourneau told her he did not see that <br /> this was a particularly unique proposal since it involved a nationally <br /> recognized business which was already in the City and" we were very <br /> concerned that our actions would not invite a law suit" . <br /> Mayor Pro Tem Ranallo told Mrs . Kuharski there is not usually this <br /> much interest in Council meetings , with only two or- three people <br /> showing up, at best. IIe understood this , however, because before he <br /> became a .Councilman, he only came to a meeting himself if an issue had <br /> a direct affect on him personally. He said he has requested the publisher <br /> of the St. Anthony Bulletin to try to carry at least a tentative agenda <br /> in his paper at least a week in advance of each Council meeting. Council- <br /> man Marks urged those present to read the Bulletin because he believes <br /> ".'the paper has made an -honest attempt to carry news about the City and <br /> the school district" , and, "it is the official paper for the City" . <br /> Motion by Mayor Pro Tem Ranallo and seconded by Councilman Marks to <br /> direct the City Manager and Attorney to prepare drafts of the following <br /> proposed amendments to the existing City Ordinance to be considered <br /> during a special public hearing to be conducted- by the Planning Com- <br /> mission , September 7 , 1982 . <br /> (1) An amendment to the City Zoning Ordinance which would make enter- <br /> tainment/amusement establishments a Conditional Use within a <br /> • Commercial District. <br /> (2) An ordinance which would limit the hours of operation of enter- <br /> tainment establishments within the City. <br />
