-6- <br /> Mr. Bowerman indicated he personally had been satisfied that the <br /> Parkins had established. a need for additional space .which, in his <br /> opinion, would constitute a hardship if they were not granted, what <br /> Mr. Bowerman sees is a minimal variance, to construct the addition. <br /> When Mr. Soth .was. questioned whether-or not a sufficient hardship had <br /> been established, he replied that. "if the Council. assumes. there should <br /> be an addition to the garage, they could make the finding that it would <br /> be a hardship for: the owner to build .the garage in any other fashion <br /> than proposed because the addition would probably have an adverse <br /> effect on the property to the east if built on the front. of the existing <br /> garage structure" . The. Council then accepted the additional reasons <br /> for granting the variance -which had been cited by three of the Planning <br /> Commission members during their August 17th deliberations . <br /> Motion�,by Mayor Sundland and seconded by ,Councilman Letourneau to grant <br /> a five foot variance to the City Zoning Ordinance rear yard-setback <br /> requirements which would permit the 22 foot wide by 24 foot long garage <br /> addition to be constructed as proposed by Mr. and Mrs . Walter Parkins <br /> 20. feet from. the rear lot line of the property described as Lot 11 , <br /> Block 5 , Moundsview Acres Second Addition, finding as did the Planning <br /> Commission that: Cl). five feet is a relatively minor variance to be <br /> granted in light of the need that has been demonstrated, (2) the <br /> variance would not appear to create a hardship or have an adverse <br /> impact on abutting properties , but, (3) would, instead, permit an <br /> economically better method of construction for the addition, and, <br /> finally , (4). .that though the structure could be built without a vari- <br /> ance five feet in front of the existing garage, this would create the <br /> hardship for the applicant of closing off a living room window:_- and <br /> would block . the patio and deck area. of the neighbors to the east from <br /> the late afternoon sun as well. The Council agrees with the Planning <br /> Commission recommendation that the City Ordinance requirement that <br /> there be at least ten feet between a swimming pool and a major <br /> structure should be waived in this case because the garage is not the <br /> major structure on the Parkins property and the topography of the site <br /> would appear-. to eliminate any possibility of damage from leakage. <br /> Motion carried .unanimously. <br /> All quotes for the pickup truck budgeted for the .Public Works Depart- <br /> ment to replace the 1957 truck now in service were reported by the <br /> Manager in his August 19th cover memorandum. Mr.. Childs indicated <br /> staff is recommending the $7 , 600 bid for the GMC truck be accepted <br /> because the - bid included radial tires which can be expected to give <br /> .greater gas savings and because of the substantially better EPA mileage <br /> ratings of the GIIC. Mr. Soth agreed that the City could assume the <br /> cost saving. in gas mileage would more than offset the minor differences <br /> in bids below the GMC quote -which had come from two other bidders who <br /> did not include radials . <br /> Motion by Councilman Ranallo and seconded by Councilman Marks to <br /> authorize- the purchase of the GNIC truck. for $7 ,600 . <br /> • Motion carried unanimously . <br />
