CITY OF ST. ANTHONY <br /> COUNCIL MINUTES <br /> j March 1 , 1983 <br /> Mayor Sundland opened the meeting with the Pledge of Allegiance at <br /> 7 : 30 P.M. <br /> Present for roll call : Enrooth, Letourneau, Sundland, Ranallo, and <br /> Marks . <br /> Also present: David Childs, City Manager; Carol Johnson, Finance <br /> Director; Larry Hamer, Public Works Director; Don <br /> Hickerson, Police Chief; and Lee Entner, Fire Chief . <br /> Councilman Marks requested the name of I:en Fredricks to be added to <br /> that of Rick Pfeiffer on Page 2 , paragraph 4 of the Council ' s Febru- <br /> ary 22nd minutes . <br /> Motion by Councilman Marks and seconded .by Councilman Ranallo to <br /> approve as amended the minutes for the Council meeting held February <br /> 22 , 1983 . <br /> Motion carried unanimously. <br /> Motion by Councilman Marks and seconded by Councilman Enrooth to grant <br /> a heating license to Klamm Mechanical Contractors , Inc; cigarette <br /> 1\ licenses to St. Anthony Legion Post #513 and to Country Club Market, <br /> Inc. , as' well as a retail 3. 2 off sale beer license to Country Club <br /> Market,. Inc. , as listed in the March 1 , 1983 Council agenda. <br /> Motion carried unanimously. <br /> In reference to the application for amusement devices licenses for 4 <br /> pinball and. 26 video games for the St. Anthony Fun Center, Chief <br /> Hickerson confirmed that his department had recorded only eight calls <br /> or complaints for which offense reports were written at the Center in <br /> the past three years and ten months the establishment had been in <br /> operation. Mayor Sundland noted this included the period of about a <br /> year in which the Council had directed the Police Department to monitor <br /> and report back all such calls or- complaints for any of the City 's <br /> entertainment establishments. <br /> Before the vote on the licenses had been taken, Dennis M. Carlstrom, <br /> 1936 Pierce Street N.E. , rose to register a complaint against the <br /> treatment he alleged his 17 year old brother had recently received at <br /> the Fun Center. Fie told the Council his brother had retained a swollen <br /> elbow when "Mr. Fey had hit him with a cane after grabbing him around <br /> the throat from behind" , and forcibly removing him from the premises , <br /> telling the youth to "run as fast as you can" . <br /> Mr. Carlstrom acknowledged that his brother had been drinking and that <br /> he himself had not witnessed the incident, but. said he believes Mr. Fey <br /> Should have called the police to handle the problem and that such violent <br />
