-5- <br /> Motion by Councilman Ranallo and seconded by Councilman Marks to authorize <br /> the Public Works Director to -prepare the plans and specifications for <br /> the system he recommends for -repairing the sanitary sewer lines on <br /> Edward Street near 36th Avenue .N.E. and to advertise for bids for the <br /> project. <br /> Motion carried .unanimously. <br /> At 8 :01 P.M. .the public hearing was opened to consider the request <br /> for the necessary rezoning, conditional use permit- and variances to <br /> allow the expansion of the Good Luck Cafe at 2700 Coolidge Street N.E. <br /> which, the Planning Commission had recommended the Council deny after <br /> receiving testimony from .staff and adjoining property owners during <br /> the public hearing they conducted on the proposal July 19th. <br /> The applicant, Kin: Lun Kwong, Simon Kwong and Isabelle Blackfelner, <br /> 2808 Pahl, whose- home is adjacent to the cafe property, were present <br /> for the consideration as they had been at the hearing. The cafe owner <br /> had indicated .in writing .that he would . like to have .the hearing post- <br /> poned in order that he could work .with the Harrison House planners in <br /> an attempt to develop a proposal which might be more acceptable to the <br /> City and to the neighbors .. Simon Kwong confirmed that the proposed <br /> structure would be much smaller -and would permit more parking than <br /> the original. proposal . He also indicated it would- be better for the <br /> applicant not to specify - a date. on which the modified plans could be <br /> • presented for -reconsideration by the Commission. <br /> The hearing was closed at 8 : 05 P.M. <br /> Motion by Councilman Ranallo. and seconded by Councilman Marks to table <br /> action on the expansion of the Good Luck Cafe at 2700 Coolidge Street N.E. <br /> Motion carried unanimously. <br /> Motion by Councilman Marks and seconded by. Councilman Letourneau to <br /> schedule the first of the Council!.s work sessions with department <br /> heads on the 1984 .budget for .7 :00 . P.M.., Monday, August 29 , 1983 , with <br /> other work sessions scheduled as .needed, after that date , and to <br /> further schedule the public hearings on the budget for 7.:00 P .M. , <br /> prior to the September 13th and 27th Council meetings , in order that <br /> the budget can be approved and. ready for submission ,by October 10 , 1983 . <br /> Motion carried unanimously. <br /> He expects .about 15 persons , . including the Council, Planning Commission <br /> and staff members, . to participate in the Metropolitan Council presenta- <br /> tion on the development of a capital improvement plan for the City <br /> which is scheduled for August 2nd, Mr. Childs indicated. He also <br /> reported a meeting with James McCarthy of the local Clark Oil Company <br /> office concerning that company ' s .plans for the abandoned gas station <br /> on the corner of 33rd Avenue and Stinson Boulevard N.E. , which had <br /> been permitted to become an eyesore and potential hazard for the <br /> neighbors .
