-4- <br /> Motion by Councilman Marks and seconded by Councilman Letourneau to <br /> • approve the first reading of Ordinance 19:83-005 . <br /> ORDINANCE 1983-.005 <br /> AN ORDINANCE RELATING TO MISCELLANEOUS LICENSES AND PERMIT <br /> CHARGES, AMENDING SECTION 560 OF THE 1973 <br /> CODE OF ORDINANCES <br /> Motion carried unanimously. <br /> The Council also concurred with the fee schedule for general con- <br /> tracting licenses which had been recommended by staff to give the City <br /> greater control over the contractors doing business in the community. <br /> Motion by Councilman Ranallo and seconded by Councilman Enrooth to <br /> approve the . first reading of Ordinance 1983-006 . <br /> ORDI14ANCE 1983-006 <br /> AN ORDINANCE RELATING TO CONTRACTOP.S LICENSES, AMENDING <br /> SECTIO14 400 :00 OF THE 1973 CODE OF ORDINANCES <br /> BY ADDING A SECTION <br /> Motion carried unanimously. . <br /> In his September 9th .memorandum, the Manager had stated the reasons <br /> staff believes it would -be economically advantageous for the City to <br /> establish a warehouse-type of off-sale liquor facility in the former <br /> Snyder Rexall building at 2540. Harding Street --N.E. , and he gave the <br /> reasons staff believes a one year lease should be signed with the <br /> owner of the St. Anthony Village Shopping Center. Mr. Childs reiterated <br /> that the liquor manager estimates the start up costs would run between <br /> $60 ,000: and. $75 ,000 depending on the size of the walk-in cooler which <br /> is installed. However, Mr. Nelson also believes there would be no <br /> problem with moving the cooler to - another location if sales prove to <br /> be as satisfactory as projected and the redevelopment project for <br /> that center advances to the state where the facility would have to <br /> be moved. <br /> Councilman" Ranallo questioned whether. a 60 foot cooler could be moved <br /> that easily but indicated he would favor a one year lease and would <br /> like to see the facility. in . operation by October 1st, even before the <br /> cooler is installed, . if necessary, so the public could become fully <br /> aware of its existence well in advance of the holiday season. Council- <br /> man Enrooth- said he concurred with staff that the City should make a <br /> serious commitment to this .project and recommended the .Planning <br /> Commission be directed to immediately begin their search for a replace- <br /> ment location in the. event the sales projections for this facility <br /> should be realized. Councilman Marks indicated residents have suggested <br /> several possible sites for relocation. <br /> Motion by -Councilman Ranallo and seconded by Councilman Enrooth to <br /> • <br /> authorize the Mayor and City Manager to sign a one year lease with <br /> Max Saliterman for the use of the vacant building at 2540 Harding <br /> Street N.E. for a warehouse-type, off-sale liquor facility after the <br /> City Attorney has made the necessary changes in wording in the proposed <br /> lease. <br /> Motion carried unanimously. <br />
