The Mayor presented the departing official with a plaque <br /> commemorating his service on the Planning Commission from 1971 to <br /> 1977 and on the City Council from 1978 to 1983 . The Councilman <br /> responded by telling those present his decision not to run again had <br /> been a hard but necessary one he had to make. <br />
