Councilman Letourneau had elected not to run for reelection to the Council and since this was the last regularly scheduled meeting at which he would serve, his colleagues and staff acknowledged that fact ,during a short, informal observance at which coffee and cake were served. The Mayor presented the departing official with a plaque commemorating his service on the Planning Commission from 1971 to 1977 and on the City Council from 1978 to 1983 .
