-7- <br /> The Association of Metropolitan Municipalities listing of major <br /> legislative issues and -priorities for the 1984 session were discussed <br /> briefly with special attention to the AMM policy regarding the local <br /> government aid freeze. <br /> Mr. Childs reported the City Attorney has some concerns about H.F. <br /> No. 1435 which is coauthored by John Sarna and which requires state <br /> residents to be given preference on public works projects. <br /> Motion by Councilman Ranallo and seconded by Councilman Enrooth to <br /> direct staff to let Representative Sarna know the City Council and <br /> staff have some concerns with the bill he authored, foreseeing there <br /> would probably be reprisals from adjacent states . <br /> Motion carried unanimously. <br /> The Manager referred to the invitation for the City to participate in <br /> the H.U.D. program to educate communities in the use of the necessary <br /> tools available to deliver public services to the community, saying <br /> he intends to set up a presentation for the City. <br /> The March 5th letter from the Mayor of Columbia Heights for the re- <br /> construction of Stinson Boulevard south of 45th Avenue N.E. to the <br /> Silver Lake beach area was discussed at length. The Council consensus <br /> was that, though they were very desirous of continuing the good working <br /> relationship the City has with Columbia Heights , there were many <br /> • questions which would have to be answered before the City could <br /> consider entering into such an agreement. <br /> The Manager was requested to contact Mayor Nawrocki in writing to <br /> ask him whether: <br /> Cl) another beach and boat launching facility was planned for the <br /> project on Silver Lake, which is too small to accomodate any more <br /> boats; <br /> (:2) the street would be reconstructed to match the size of the roadway <br /> which runs north of 45th to County Road E for which there would <br /> be high scquisition .costs in addition to the estimated $155 ,000 <br /> for the City 's share of the construction costs and would require <br /> the. City to assess the Salvation Army camp property for a <br /> portion of the project costs , which the City would find hard to <br /> justify, since the camp owners have indicated they see no bene- <br /> fit to their property from enlarging the street, since they do <br /> not anticipate redeveloping any of their land for residential use; <br /> (3) it might be possible that rather than a benefit, the project <br /> might cause econological harm to the natural environment on <br /> the camp grounds and lake and finally, whether <br /> (4) in view of the minimal resident use of the existing street, whether <br /> • it might be preferable for Columbia Heights to put an overlay on it. <br />
