-7- <br /> Councilman Makowske indicated she was concerned with the Attorney 's <br /> fees being paid by the City, the Manager told her he was certain those <br /> costs could be paid from the donations . <br /> Dr. Graff indicated it could be 1990 before there is federal money <br /> available to support the testing of new radar equipment and, if the <br /> Weather Service waits for the National Science Foundation to consider <br /> a funding request, another testing season would be lost for his <br /> department. With. funding now-, the .Bureau would have an increased <br /> capability of sorting out and detecting types of circulations which <br /> could indicate dangerous storms for the metropolitan area. The <br /> meteorologist discussed the Weather Service 's arrangements with the <br /> various television stations and the problems with ground clutter <br /> interference with.. the existing radar systems and he compared any <br /> improvement in detection with the first glimmer of light perceived <br /> by a person who had been totally blind. <br /> Motion by Councilman Marks and seconded by Councilman Enrooth to <br /> authorize the Mayor and City Manager to enter into an agreement, <br /> negotiated by the City- Attorney with .the National Weather Service and <br /> Kavouris , Inc. , whereby the City would serve as a non-profit sponsor <br /> for the interim Doppler radar system being developed by Kavouris, as <br /> long as there is no liability or cost incurred by the City, as <br /> stipulated by the City Attorney, and providing the arrangement is <br /> acceptable to the U.S. Government and that bids are taken for the <br /> equipment. <br /> • Motion carried unanimously. <br /> Motion by Councilman Makowske and seconded by Councilman Ranallo to <br /> adopt the resolution which reprograms $5 ,000 in Community Development <br /> Block Grant funds to the Kenzie Terrace senior housing program site <br /> improvements category because Hennepin County has indicated those <br /> funds could not be expended for sidewalks along Stinson Boulevard, <br /> as proposed by the Planning Commission. <br /> RES'OLUT.ION 84-027 <br /> A RESOLUTION APPROVING PROPOSED PROGRAM FOR <br /> YEAR X URBAN HENNEPIN COUNTY COMMUNITY <br /> DEVELOPMENT BLOCK GRANT FUNDS AND AUTHORIZING ITS SUBMITTAL <br /> Motion carried unanimously. <br /> Plans were made for the Council to sign numerous letters of appreciation <br /> to persons who had participated in the City 's efforts following the <br /> April 26th- tornado and for publication of the City's appreciation of <br /> other forms of aid to residents administere6 by organizations , churches, <br /> schools , and groups whose contributions were not channeled through the <br /> City offices . A plaque thanking the Mennonites who traveled back and <br /> forth from Cumberland, Wisconsin every day to help out, is to be hand <br /> delivered by Councilman Ranallo. <br /> • Motion by Councilman Marks and seconded by Councilman Ranallo to <br /> adjourn the meeting at 9. :45 P.M. , for the Housing and Redevelopment <br /> Authority meeting which. followed immediately. <br />
