CITY OF ST. ANTHONY <br /> BOARD OF REVIEW <br /> May 22 , 19:84 <br /> The Board of Review was reconvened by Mayor Sundland at 7: 38 P.M. <br /> Present for roll call: Marks , Ranallo, Sundland, Enrooth and Makowske. <br /> Also present: David Childs, City Manager; William Soth, City Attorney; <br /> and Robert Hanscom, Hennepin County Assessor 's Office. <br /> Dir. Hanscom had given the Mayor copies of the onsite appraisals for the <br /> properties at 2617-27th. Avenue N.E. and 3613 Belden Drive, which had <br /> been directed.by the Council at their May 8th meeting. Holger Malmlov <br /> who owns the Belden Drive property was present and he was also provided <br /> a copy of the evaluation of. his property. Mr. Malmlov indicated he <br /> would probably appeal the appraisers recommendation that his property <br /> valuation be increased $3, 200 since he perceived that evaluation had <br /> failed to take into consideration the quality of the craftmanship or <br /> theenergy efficiency of his home even though the appraiser had made <br /> the comment that "he' d like to get his hands on the contractor who <br /> had built the house". <br /> The. Mayor told Mr. Malmlov it is very difficult for the appraisers to <br /> pinpoint values like energy efficiency during a short inspection trip <br /> and the evaluations generally reflect what's happening in the community . <br /> Hereminded the homeowner that he had been told during the May 8th <br /> Board of Review that the average home in St. Anthony is worth $85 , 000 <br /> and that Mr,. Malmlov would be taking the chance that his market <br /> valuation would be raised withanother appraisal. <br /> Mr. Hanscom indicated he had inspected the property after the tornado <br /> and concurred with. the other assessors ' appraisal. Mayor Sundland <br /> told Mr. Malmlov that, if he still felt as strongly about the evalua- <br /> tion, he owned it to himself to appeal his case to the County Board <br /> of Equalization. <br /> Motion by Councilman Ranallo and seconded by Councilman Marks to <br /> accept the Hennepin County reappraisals of two St. Anthony properties <br /> and to reduce the market valuation for the home at 2617-27th Avenue N.E. <br /> from ' $84,0.00 to $79 ,5.0.0; and to increase the market valuation for <br /> the property at 3613 Belden Drive from $81, 3.00 to $84,500 , as recom- <br /> mended by the appraisers . <br /> Motion carried unanimously. <br /> Motion by Councilman Ranallo and seconded by Councilman Marks to <br /> approve. as submitted the minutes of . the May 8, 1984 Board of Review. <br /> Motion carried unanimously. <br /> • <br /> The Board of Review was adjourned at 7: 55 P.M.. <br /> Respectfully submitted, <br /> I e n Crowe Secretary <br /> ATTEST: AGILi <br /> City Clerk V Mayor <br />
