- S - <br /> Motion by Mayor Sundland and seconded by Councilman Enrooth to accept the Planning <br /> • Commission recommendation that a .variance be granted to the Elmwood Lutheran Church <br /> which would allow the installation of a 14 foot by 70 foot mobile home to be used <br /> for classrooms, to the north of the existing church building at 3615 Chelmsford <br /> Road N.E. , during August 1984, for a period not to exceed two years, with provision <br /> for the extension of that permit subject to the review and determination of City <br /> staff. The Council finds, as did the Planning Commission, :that: <br /> 1. A proposed addition to the existing church building, which meets the approval <br /> of the neighbors, is in the planning stages and that project is the reason the <br /> temporary structure is needed. <br /> 2. The temporary structure would be installed in an area where it would not be <br /> easily seen. <br /> 3. There was no opposition to the proposal which rather was supported -in writing <br /> by the neighborhood spokesman and in person by the two closest neighbors. <br /> 4. A precedent for permitting such structures had been established in the City <br /> prior to this request. <br /> Motion carried unanimously. <br /> The Mayor told Commissioner Wagner he found it very helpful to have the Commission <br /> insight regarding the signage for the St. Anthony Court and Craig Morris' shop, as <br /> well as for the four requests which the Commission had given conceptual review. <br /> One of the applicants, Gary Dooner, was present to request a quick resolution for <br /> his addition proposal but the Manager told him the variance which remained had to <br /> be given a public hearing before the Planning Commission before he could proceed <br /> with his building project. <br /> The February Financial report and June 19 staff meeting notes were noted and ordered <br /> filed after Mr. Childs had reported there would be a vacancy on the Fire Department <br /> in two weeks because Kenneth Fredericks would be leaving them to join the Coon <br /> Rapids Fire Department. <br /> The Manager indicated the vacancy would be internally publicized to give those <br /> reserves and volunteers who deserve the chance, the opportunity to be interviewed <br /> and tested for the position. If a replacement cannot be found in this manner, the <br /> opening would be advertised on the outside, and Mr. Childs emphasized, it was <br /> essential a replacement be found as soon as possible since another member of the <br /> department, Bob Lee is still out with a bad back. <br /> In bis June 22 memorandum, Mr. Childs had addressed the request from the Minneapolis <br /> Park and Recreation Board to connect the sewer lines for their new clubhouse on <br /> St. Anthony Boulevard with Minneapolis and to buy water from Roseville. As requested <br /> by the Council, the Manager had included in .the agenda packet the cost estimates for <br /> the reconstruction of the Boulevard, which had long been a concern to the City. <br /> Dennis Ryan, Director of Engineering and Richard J. Yates, a special services <br /> representative for golf facilities, for the Park Board were present to discuss <br /> • their proposal. . Mr. Ryan indicated that after extensive studies were made of the <br /> alternatives for these connections, the Board had concluded the St. Anthony sewer <br /> connection would not be feasible because two lift stations would have to be installed <br /> .which the Board perceives would cost them between $2,000 and $5,000 a year- over the <br />
