CITY OF ST. ANTHONY <br /> BOARD OF REVIEW MINUTES <br /> May 14, 1985 <br /> The Board of Review was called to order by Mayor Sundland at 6:30 P.M. <br /> Present for roll call : Marks, Ranallo, Sundland, Enrooth, and Makowske. <br /> Also present: David Childs, City Manager; and Robert Hanscom, Hennepin County <br /> Assessors Office. <br /> The only appeal of the County's 1985 assessment for City property was contained <br /> in the April 30, 1985 letter from the law firm of Lapp, Lauri & Smith, representing <br /> the St. Anthony Shopping Center, which Mr. Hanscom confirmed-, the Attorney General <br /> had ruled met the legal requirements to get the appeal heard before the Board of <br /> Equalization in July. <br /> Motion by Councilman Enrooth and seconded by Mayor Sundland to maintain the valuation <br /> for the St. Anthony Shopping Center set by the Hennepin County Assessors Office. <br /> Motion carried unanimously. <br /> Councilman Ranallo said he had received several inquiries about how the valuations <br /> had been adjusted for tornado damage, indicating one resident, Tony Martin, 3421 <br /> Edward Street N.E. , had told him he had suffered over $50,000 in damage but the <br /> valuation of his home had gone down only a few thousand dollars. Mr. Hanscom <br /> responded by reminding the Councilman that only the homsteaded residential property <br /> had been adjusted and then, only the damage to structures, and not .to trees, had <br /> been considered for a decrease in taxes. These deductions were pro rated over <br /> the months which remained in 1984 after the tornado, the assessor said. Mr. Childs <br /> added that in his discussions with several homeowners that the County's estimates <br /> of damage had varied no more than $500 from the insurance claims for the same <br /> properties. <br /> In the Martin case, Mr. Hanscom said, the initial 1984 assessed valuation had <br /> been $85,400 which had been reduced to $64,500 following the onsite inspections <br /> he and three other assessors had made immediately after the storm. According to <br /> the County Assessor, the Martin property estimated market value for 1985 was <br /> $84,200. <br /> The Assessor urged City officials to refer any questions about valuations to his <br /> office. <br /> Motion by Councilman Marks and seconded. by Councilman Enrooth to adjourn the Board <br /> of Review at 6:50 P.M. <br /> Motion carried unanimously. <br /> Respectfully submitted, <br /> Zlen Crowe Secretary <br /> Mayor <br /> ATTEST: <br /> City Clerk <br />
