CITY OF ST. ANTHONY <br /> • COUNCIL MINUTES <br /> July 9, 1985 <br /> The meeting opened at 7:30 P.M. with the Pledge of Allegiance led by Mayor Sundland. <br /> Present for roll call : Sundland, Marks, Ranallo, Enrooth, and Makowske. <br /> Also present: David Childs, City Manager; and Steve Carlson, Administrative Intern. <br /> Before the meeting was opened, the Mayor had been congratulated for having been <br /> named Friend of Education by the Minnesota Coalition for Public Education. He <br /> said he had been nominated to receive that honor by the St. Anthony School Board. <br /> Motion by Councilmember Marks and seconded by Councilmember Enrooth to approve <br /> with the following amendments, the minutes of the Council meeting held June 25, 1985: <br /> Page 7, para. 10: Substitute "June 19" for "June 20" in line 2; "discussion of <br /> senior housing options was held. " for "tour of senior housing <br /> projects was planned. " in lines 2 and 3; and "a" for "that" <br /> tour. . . .in line 4, and insert "senior" between "of" and "housing" <br /> in line 4. <br /> Page 8, para. 4: Delete "in a different light" in line 8. <br /> • Motion carried unanimously. <br /> Motion by Councilmember Marks and seconded by Councilmember Ranallo to direct that <br /> - all members of the St. Anthony City Council be referred to as "Councilmembers" in <br /> minutes of all Council meetings hereafter. <br /> Motion carried unanimously. <br /> In reference to the June 25th report on the tour of senior housing, the Mayor noted <br /> that the latest Ramsey County League of Local Governments bulletin had indicated <br /> that the July 17th tour would start with a picnic at 5:00 P.M. in the log shelter <br /> at Park Island Lake. Councilmember Makowske confirmed that, although the dinner <br /> would no longer be held at the St. Anthony Health Center, as originally planned, <br /> that facility as well as the proposed site of the Chandler Place next door would <br /> be part of the tour which would follow the picnic. <br /> At 7:35 P.M. , the Mayor opened the public hearings to consider a program for a <br /> multi-family rental housing development (.Chandler Place) consisting of an apartment <br /> building containing 119 rental housing units to be occupied primarily by elderly <br /> persons of whom at least 20 percent would be of low and moderate income, to be <br /> developed and owned by the St. Anthony Health Center on four acres at the northeast <br /> corner of the intersection, of Chandler Drive and 37th Avenue N.E. , which would be <br /> consistent with the Housing Plan of St. Anthony also up for Council consideration. <br /> The development would be financed through the issuance of $6,350,000 in revenue <br /> bonds by the City pursuant to Chapter 462C of the Minnesota Statutes. <br /> • Notice of both hearings had been published in the June 4, 1985 Bulletin and there was <br /> no one present to object to the content of either notice or to tF-e'project itself. <br />
