-5- <br /> thought the Revenue Sharing funds should be expended, but Mr. Weiberg was the only <br /> person outside the Council and staff who was present for the consideration and the <br /> Manager reported receiving no written suggestions either. <br /> Mr. Childs told those present the actual adoption of the Revenue Sharing budget <br /> would be made during the Council 's October 8th meeting. He 'said the City's policy <br /> had always been to use these funds, which had ranged between $33,000 and $36,000 <br /> the last 7 or 8 years, for only one time major projects so as not to become dependent <br /> on them. Mr. Weiberg commented that he perceived that had been a very wise policy <br /> because it had, become very apparent that 1986 would probably be the last year those <br /> funds would be available to the City. <br /> With no further input from the public, the hearing was closed at 8:05 P.M. <br /> The Manager drew the Council 's attention to the per capita comparisons between <br /> St. Anthony's property taxes, revenues, expenditures, and bonded indebtedness and <br /> those for other Class 4 Minnesota cities with populations of less than 10,000, <br /> which had been drawn in the State Auditor's City Verification Report for 1984 in <br /> their agenda packets. Mr. Childs indicated he perceived those comparisons had <br /> been very favorable to the City when it came to the general fund balance which, <br /> in St. Anthony's case, was 39.26% of the City's current expenditures, as compared <br /> to the class average which had been 37.40%. Councilmember Marks added that this <br /> was in spite of the fact that the City had only levied property taxes averaging <br /> $74.54 per capita where other Class 4 cities in the state had collected an average <br /> of $158.88 in taxes per person for the same period. The general perception was <br /> that the difference had resulted from more conservative management by the City <br /> • rather than diminished services to the residents. <br /> A membership in the North Suburban Gavel Association had come with his chairmanship <br /> of the St. Anthony Kiwanis Club the Manager said, and -he indicated Councilmembers <br /> might find that organization's Leadership Training Conference at McGuire's the <br /> morning of October 5th most interesting, with Ramsey County Commissioner Salverda's <br /> workshop on "Maximizing Your Leadership Style" alone, well worth the $10 attendance <br /> fee. <br /> The brochure for that conference as well as copies of the September 20th invitation <br /> from the Ramsey County Commissioners' office for the Council to nominate a candid- <br /> ate to serve on the advisory group which would establish goals, objectives, and <br /> processes for applying for Community Development Block Grant monies through Ramsey <br /> County had been distributed by the Manager who indicated he perceived the expertise <br /> he had gained related to CDBG funding since the middle 70's might prove helpful <br /> to that group. <br /> Motion by Councilmember Makowske and seconded by Councilmember Marks to nominate <br /> David Childs to serve on the Ramsey County Community Development Block Grant Advisory <br /> Board. <br /> Motion carried unanimously. <br /> The Council accepted the September 19th recommendation from the North Suburban <br /> Cable Commission that the City take no action to disapprove Group W Cable Company's <br /> request that they be permitted to immediately raise the Basic Service Rate they <br /> • charge from $7.95 to $9.95. In doing so, the Council concurred with the City <br /> Manager's suggestion that, since Congress would be taking the rate regulation <br />
