-2- <br /> Motion by Councilmember Marks and seconded by Councilmember Ranallo to declare <br /> . November to be Epilepsy Month in St. Anthony and to request staff to prepare a <br /> proclamation from the Mayor to that effect. <br /> Motion carried unanimously. <br /> Chief Entner, his wife and six other members of the City' s Fire Department were in <br /> attendance to present the Mayor with a check for $5,900 which the Department had <br /> raised towards the purchase of a Heart Aid cardiac defibrillator for use in cardiac <br /> emergencies. The presentation was made by Rick Pfeiffer, who, Chief Entner said, <br /> had chaired the fundraising effort. The City's appreciation of the hard work <br /> involved in the fund raising was expressed by the Mayor and Councilmember Makowske <br /> said she understood several donations had come from grateful recipients of aid with <br /> this equipment. <br /> The agenda packet included a- copy of the resolution passed by the City of Minneapolis <br /> which called for Congress to deal with the problems of aircraft noise and to permit <br /> airport authorities to deal with the problem. Mayor Sundland reported he had spoken <br /> just that evening with Chuck Wiger, who represents the City on the Metropolitan <br /> Council who had requested any resident feedback related to annoyance generated by <br /> flights over St. Anthony be referred through him to the Metro Council Chair who had <br /> recently been appointed by the Governor to head the study committee on the airport <br /> noise pollution. Mr. Wiger had indicated to the Mayor that he perceived serious <br /> action towards the noise abatement might result from this study. <br /> The general consensus was that, since the City's concerns were already on record, <br /> • only a follow up would be necessary at this time. <br /> The liquor operations sales summary for October were noted and filed. <br /> The Mayor asked Councilmember Makowske to see what information she could get from the <br /> Ramsey County League of Local Government to support his own assumption that the <br /> senior demographics were there to justify the change from condominiums to rental <br /> senior housing in the final phases of the Kenzie Terrace Redevelopment project. The <br /> Manager said he would be seeking the same information from other sources such as <br /> Hennepin County, the State and the Census Bureau. <br /> Councilmember Makowske said she hoped there would be a good City representation at <br /> the next RCLLG meeting on DWI sentencing guidelines, which is to be held in Arden <br /> Hills at 7:30 P.M. , November 20th; because the idea for the topic had originated with <br /> the City Council and City Prosecutor Ed Hance was going to be one of the speakers. <br /> The Councilmember indicated she had been appreciative of the opportunity to sit down <br /> with Patrick O'Meara of the .Hance firm to discuss just how the court works in regard <br /> to sentences imposed for DWI offenses. The RCLLG would be looking for topics for <br /> discussion during their meetings next year, and as a board member, Councilmember <br /> Makowske said she would be glad to convey any suggestions from the Council in that <br /> regard. <br /> Councilmember Marks reported that he would be participating in the Planning Institute <br /> training sessions in Owatonna, Minneapolis, and Brainerd the next few weeks. Mr. <br /> Childs indicated he had made reservations for Planning Commissioners Madden and Hansen <br /> to attend the November 22nd session on the University campus. <br /> • The Manager then reported seven people had expressed an interest in serving on the <br /> Planning Commission next year and he believed only one had been a repeat application. <br />
