He said, in his own opinion, a little <br /> temporary food operation in that location wouldn't hinder any other facility, but <br /> rather, might improve another cafe's business by offering an alternative food <br /> service to attract more potential customers . <br /> Mayor Sundland said he had discussed the project with the Manager of the Town and <br /> Country Food store, suggesting the store might provide the warehouse operation with <br /> the food materials they might need and that person had indicated an interest in <br /> doing that even though the grocery store had recently started a deli service for <br /> its own customers . <br /> Mr. Nelson said the former operator of the warehouse cheese house had offered only <br /> cheeses for sale, which in his own opinion-, "just wouldn't cut it" . Instead, he <br /> perceived the potential for a successful combination cheese and sandwich shop, <br /> with beer or wine served with the sandwich, to 'accommodate all the people who <br /> would be coming into that area like the construction workers, etc. He said the <br /> hours of operation would be limited to only from 11 :00 A.M. to 8:00 P.M. week <br /> days at the latest, and Mr. Nelson said he hated to tear down the walls and try <br /> to do anything else with that space in the short time left for the warehouse to <br /> be down there. <br /> Councilmember Ranallo said unfortunately he had been unable to attend the work <br /> session where the proposal had been brought up before, but he had asked staff to <br /> convey the opposition he had then, and continues to retain, to the City getting <br /> into any type of retail business which would offer competition -to the private <br /> sector. He said it is his own personal philosophy that "when cities, the state, <br /> or the federal government get involved in any retail business, it starts to <br /> • destroy the free enterprise system this country is built on". <br /> Councilmember Ranallo indicated the City had been in the liquor business long <br /> before he was a resident in St. Anthony. However, he said, he certainly would <br /> support the continuation of the liquor operation now because, with the restrictions <br /> the state has placed on the City's levying abilities, he perceived no other source <br /> of revenue for replacing the $300,000 the City gets from the liquor business to <br /> pay its bills from now on, but he said, he would strenuously object to the addi- <br /> tion of any further retail to the current liquor operation. <br /> The Councilmember added that another reason he had for supporting the City's opera- <br /> tion of the liquor business- was that by doing so, the City could control that <br /> use. He then continued by saying This Council has been accused many times of being <br /> 'anti ' business", and to support that 'assumption, the Councilmember related his <br /> own experience with a businessman who had visited his home, who had stated, "You <br /> people with all your restrictive sign ordinances, goofy license requirements, etc. , <br /> have almost made i.t impossible for a business to exist in the City". <br /> In the same vein, Councilmember Ranallo recalled he had in the past opposed the <br /> City trying to sell water control devices for showers -to encourage less water <br /> usage, perceiving that could be handled instead by the City hardware stores.. If <br /> the .Liquor operation is permitted to expand its retail in the manner proposed by <br /> Mr. Nelson, the Councilmember wondered, -what's to stop the Fire Department from. <br /> requesting to sell fire alarms or the.Police Department from wanting to sell <br /> burglar alarms. The Councilmember said he would perceive the proposed shop would <br /> • .be in direct competition with a number of City cheese and deli shops which are <br /> already being operated not too far from the liquor warehouse. Councilmember Ranallo <br /> told Mr. Nelson he had been the first to approve the Speakeasy bar in the Stonehouse, <br />
