-7- <br /> Motion carried unanimously. <br /> • Motion by Councilmember Enrooth and seconded by Councilmember Marks to adopt the <br /> resolution which approves the 1986 Public Works Department union contract. <br /> RESOLUTION 86-007 <br /> A RESOLUTION AUTHORIZING THE .MAYOR AND CITY MANAGER TO EXECUTE <br /> ARTICLE XIX AND APPENDIX A TO THE AGREEMENT BETWEEN THE <br /> METROPOLITAN AREA MANAGEMENT ASSOCIATION <br /> REPRESENTING THE CITY OF ST. ANTHONY AND THE <br /> INTERNATIONAL UNION OF OPERATING ENGINEERSV' LOCAL 49 <br /> Motion carried unanimously. <br /> The Mayor gave the background of the formation of the Coalition of Metropolitan <br /> Communities representing northern community leaders who questioned the exemption <br /> of the proposed Bloomington Mall revenues from the state's fiscal disparities <br /> regulations and continuation of the unequal concentration of available highway <br /> and economic development funds to the southern sections of the metropolitan area <br /> for the project. The St. Anthony official indicated he agreed with the stated <br /> objectives of the group to seek equal treatment for developments in the northern <br /> suburbs. <br /> Motion by Councilmember Marks and seconded by Councilmember Enrooth to adopt <br /> resolution 86-008. <br /> • RESOLUTION 86-008 <br /> A RESOLUTION AUTHORIZING THE MAYOR AND <br /> CITY MANAGER TO EXECUTE THE JOINT POWERS AGREEMENT <br /> TO FORM A COALITION OF METROPOLITAN COMMUNITIES <br /> Motion carried unanimously. <br /> Motion by Councilmember Ranallo and seconded by Councilmember Marks to approve <br /> the first reading of the ordinance to amend the City Zoning Map to change the <br /> zoning of the Blanske property on the corner of Silver Lake Road from R-2, two <br /> family residential district, to R-3, townhouse residential district, as approved <br /> by the Council at their November 26, 1985 meeting. <br /> ORDINANCE 1986-001 <br /> AN ORDINANCE AMENDING THE CITY ZONING MAP <br /> Motion carried unanimously. <br /> Motion by Councilmember Marks and seconded by Councilmember Enrooth to reappoint <br /> Rosemary Franzese and George Wagner to continue their service on the St. Anthony <br /> Planning Commission for three years. <br /> Motion carried unanimously. <br /> The consensus of the Council and Mayor had been that it was almost impossible to <br /> • make a choice between four of the seven applicants to fill the remaining vacant <br /> spot on the Commission because those candidates were all so well qualified to <br />
